HomeMy WebLinkAbout11-062WHEREAS, on January 27, 2009 the Butte County Board of Supervisors chose not to
enter into a Provisionally Accredited Levee {PAL} agreement for the State-owned Sycamore
Mud Creels levees protecting the Chico area; and
WHEREAS, on April 20, 2009 the City of Chico sent a letter requesting Butte County's
support in assisting the City of Chico's attempt to accredit the Sycamore Mud Creek levees by
entering into a PAL agreement along with the City; and
WHEREAS, on June 9, 2009 the Butte County Board of Supervisors agreed to assist the
City of Chico by adapting Resolution 09-102 authorizing the Interim Chief Administrative
Officer to sign a FAL agreement; and
WHEREAS, the Caunty on behalf of CSA 24 and the City wish to cooperate in
addressing flood control matters in the Chico urban area as a result of the Federal Emergency
Management Agency (FEMA) update of flood maps and the requirement for levee accreditation;
and .
WHEREAS, in order to address flood control matters, the County an behalf of CSA 24
and the City had to meet certain deadlines imposed by FEMA for urban and nan-urban levee
accreditation; and
WHEREAS, urban levees contained in the City and/or County PAL Agreerr~ents protect
8,294 parcels as follows:
• 4,637 parcels are within CSA 24 (56%}
• 3,657 parcels are not within CSA 24 (44%)
WHEREAS, the City of Chico took the lead and paid for a consultant to review existing
data and records that provided the documentation necessary to accredit the urban levees that
protect both City and County residents; and
WHEREAS, the City of Chico has indicated that it incurred $229,000.00 in consultant
and staff costs for the accreditation process; and
RESOLUTION AUTHORIZING REIMBURSEMENT FROM
COUNTY SERVICE AREA 24 (CSA 24) TO THE CITY OF CHICO
FOR FEMA ACCREDITATION OF URBAN LEVEES
IN THE CHICO URBAN AREA
WHEREAS, the City of Chico has submitted all necessary documentation to FEMA for
accreditation of urban Ievees that protect residents within CSA 24; and
WHEREAS, the Chico City Council adopted a resolution on January 18, 2011 directing
the City Manager to seek reimbursement of staff and consultant costs from Butte County through
the use of CSA 24 funds; and
WHEREAS, the City of Chico has submitted a request to the County for the portion of
costs attributed to parcels within CSA 24.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors, on behalf of
CSA 24 authorizes payment of $128,240.00 (56% of $229,000.00} to the City of Chico to
reimburse the portion of the costs of the levee accreditation applicable to CSA 24.
