HomeMy WebLinkAbout11-078Resolution WHEREAS, on November 14, 2000 the Board of Supervisors of the County of Butte appointed a library Long Range Planning Committee; and WHEREAS, on December 1 S, 2001 the library Long Range Planning Committee presented its report to the Board of Supervisors; and WHEREAS, the report of the Library Long Range Planning Committee recommended the creation of a Library Advisory Board; and WHEREAS, the Board of Supervisors adopted Resolution 02-060 creating the Butte County Library Advisory Board; and WHEREAS, the Library Director and the Library Advisory Board recommend that changes be made to the following sections: PURPOSE, MEMBERSHIP, OFFICERS, MEETINGS, BY-LAWS, and STAFF SUPPORT; and WHEREAS, in addition to the general purposes defined below, the Library Advisory Board would lilte to investigate the requirements for setting up anon-profit foundation to assist in supporting the Butte County Library system, with the intent that any such foundation established shall not be established by Butte County or the Butte County Library Advisory Board. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of the County of Butte hereby rescinds Resolution 02-060 and redefines the Library Advisory Board as follows: PURPOSE., The Library Advisory Board is created for the following purposes: 1. To update and annually maintain a strategic plan for the Butte County Library; 2. To develop and maintain a long range library financial plan; 3. To provide an annual statementlreport on the state of the Library fox the past year; 4. To develop fundraising plans for the Board of Supervisors' approval; 5. To provide oversight of the funds deposited with the North Valley Community Foundation on behalf of the Butte County Libraries, as authorized on May 15, 2002 by the Board of Directors of the Butte County Library Foundation and prior to the closure of the Foundation; 6. To oversee the development of relationships with community partners, such as schools and businesses; RESOLUTION REGARDING THE BUTTE COUNTY LIBRARY ADVISORY BOARD 7. To assist with the relationships with the cities and town in the County; 8. To advise the Board of Supervisors on issues and trends impacting the Library; 9. To monitor technology that will affect the operation of the library and provide guidance to the Board of Supervisors; 10. To develop and oversee public relations campaigns in support of the Library; and 11. To encourage in every possible way the development and advancement of the public library system. MEMBERSHIP. Membership of the Advisory Board shall consist often members. The Director of the Butte County Library shall be anon-voting member of the Advisory Board. The Board of Supervisors shall appoint ten members to the Advisory Board: four {4) from the Chico area; two (2) from the Oroville area; two {2) from the Paradise area; one (I}from the Gridley/Biggs area; and one (1) from the Durham area to the Advisory Board. Members are appointed for four {4) year terms. Nominations to the Advisory Board may be made by individual application to the Library Director. OFFICERS. The officers of the Library Advisory Board shall consist of a Chair and Vice Chair. MEETINGS. Meetings shall be held a minimum of four (~F) times a year, or as necessary as determined by a majority vote of the Advisory Board. The Advisory Board shall address the Board of Supervisors annually at a minimum, as an independent advocate for the library. BY-LAWS. The Advisory Board shall be empowered to promulgate bylaws to govern its internal operations within the authorities granted by the Board of Supervisors and specified in this or future resolutions. STAFF SUPPORT. The Library Director of the Butte County Library shall be the Secretary of and provide staff support to the Library Advisory Board. BUDGET. The Board of Supervisors may establish a budget for the Library Advisory Board; and BE IT FURTHER RESOLVED, that the Library Advisory Board may investigate the requu'ernents for setting up a non-prof t foundation to f nancially assist the Butte County Library system. Any such faundation established shall not be established by Butte County or the Butte County Library Advisory Board. Eight sections of the Resolution -WHEREAS, PURPOSE, MEMBERSHIP, OFFICERS, MEETINGS, BY-LAWS, STAFF SUPPORT, and an additional BE IT FURTHER RESOLVED clause -are recommended for revision as follows: WHEREAS: Add: WHEREAS, in addition to the general purposes defined below, the Library Advisory Board would like to investigate the requirements for setting up a non- profit foundation to assist in supporting the Butte County Library system, with the intent that any such foundation established shall not be established by Butte County or the Butte County Library Advisory Board. If both offices become vacant, both will be filled for the unexpired term by a vote of the Advisory Board. Revised: The officers of the Advisory Board shall consist of a Chair and aVice- Chair.
