Section 26-4.1 is added to the Butte County Code to read as follows: "Section 26-4.1 Special Building Regulation Zone A. All that unincorporated area lying within the boundaries of Zone No. Ii as shown on-that certain map entitled "Floodway i;,imits for Flood Plain Regulations," dated March 1, 1960 as prepared by the U.S. Army, Corps of Engineers and on file with the Clerk, County of Butte, shall be subject to the provisions of this section. Said map is incorporated herein by reference and is made a part hereof. Any reference in this section to the "flood plane elevation" shall be deemed to refer to the profile designated as ':'Water Surface 1958 Flood" on the map entitled "Profiles for Flood Plain Regulation," dated March 1, 1960 as prepared by the U.S. Army, Corps of Engineers and on file with the Cleric, .County of Butte. B. .c'~cept as provided in i7, below, any pxoposed building construction on land located within said Zone No. Ii shall, in addition to all other require- ments of this chapter, be protected from floodwaters as provided in either 1) or 2) as follows: 1} Elevation Protection - The building shall be placed on natural ground, fill, or columns,,. the to elevation of which is not less than one foot above the flood plane elevation specified! ' in A. above. Basements of buildings below natural ground level will be permissable only if buildings are protected by levees as provided in B.2) above. D. Any building not requiring a building permit under this chapter shall be so placed and constructed as to: 1) Not be appreciably damaged by flooding 2) Offer a minimum obstruction to flood flow 3) Resist flotation 4) Resist the velocity of flood waters." Section 2. Section 20-31. of the Butte County Code is amended to read as follows: "Section 20-31. Health and safety A. Water supply and sewerage. Provisions relating to~domestic water supply, sewage disposal, and surface water drainage relating to sanitation with the sub- division and adjacent areas shall be adequate to preserve and protect public health and insure proper sanitation. The county health department shall advise and make recommendations to the planning commi- ssion as to proper health and sanitation requirements and the subdivider's proposals relating to the same. B. General and specific regulations. General and specific regulations governing basic sanitation and health requirements are outlined in the resolution adopted by .the board of supervisors. C. Road Flood Protection. All roads and streets subject to this chapter and located within Zone II as specified in Section 2b-4.1 A. of this Code, whether 'constructed on natural ground, fill or causeways shall be constructed at or above a flood plane..-e~.evation t.b--be:."specified`by~`the Direcaor'-o~:Public.. This Ordinance shall take effect thirty (30) days after its passage, and before the expiration of fifteen (15) days after its passage, it shall be published with the names of the members voting fvr and against same at Least once in a newspaper published in the County of Butte, State of Califrrnia.
