AN ORDINANCE ZONING A PORTION OF THE COUNTY
OF BUTTE, STATE OF CALIFORNIA, PURSUANT TO
ORDINANCE NO. 475, AS AMENDED, OF SAID
COUNTY .
PURPOSE OF CLASSIFICATION. The Board of Supervisars
finds and determines that
1. The Mobile Home, as a residence, is an accepted
made of living which offers certain advantages and attractions to
segments of the public.
2. The development-and operation of Mobile Home Parks,
as related to adjacent areas, deserve special consideration..
Therefore, the purpose of this Ordinance is to permit areas for
Mobile Home Parks in pleasant, residential surroundings, properly
integrated with adjacent neighbarhoads, to the optimum benefit of
residents of the Mobile Home Park and of the greater community.
The Board of Supervisors of the County of Butte, State
of California, under and pursuant to Ordinance No. 475 of said
County, being the Zoning Enabling Ordinance of said County, as
amended, DOES ORDAIN as .follows:-
SECTION 1. The hereinbelow described area, situate in
the County of Butte, State of California, shall be and is hereby
zoned as a M~IP (Mobile Home Park) District and such area shat.].
be subject to the restrictions and restricted uses and regulations
hereinafter specified and provided, said area so zoned being
located near Chico, California, and more particularly.. described
as follows:

Being those portions of Section 9, l'221V R1E, MOB&M
described~as the northerly 800.43 ft. of the south-
east quarter of the northwest quarter located east
of State Highway 99E and that portion of the vrest
half of the northwest quarter lying east of State
Highway 99E, south of the following described lines;',
commencing at the northwest corner of the southeast
quarter of the northwest quarter of said Section 9;
thence north 00° 52' east 184 ft. to th.e point of
beginning thence south 62° 05' west, 475.1 ft.
Containing 25 ac m/1.
SECTION 2. APPLICATION OF REGULATIONS. The regulations
of this Ordinance shall apply in all Mobile Home Park Districts.
2.1 USES PERMITTED:
The following uses subject to securing an approval by
the Planning Department of a Master Development Plan:
a. Principal uses.
1. Mobile Homes containing not less than 500 square
feet of gross area.
b. Accessory uses: Subject to appropriate conditions the
following accessory uses may be approved, as a part of the Master
Development Plan, in any Mobile Home Park:
1, Management office and maintenance equipment storage.
2. Coin operated laundry and dry cleaning facilities,
for residents.anly.
3. Vending machines, for residents only.

swimming pools, etc. ',
5. Storage facilities, for residents only.
6. Chapel.

I 7. Car washing facilities, for residents only.
2 8. Other uses which are clearly incidental and
3~ subordinate to the principal use.
$ 2.2 STANDARDS FOR MOBILE HOMES AND ACCESSORY USES
5 a. Minimum site area: 10 contiguous acres.
6 b. Maximum density: The density, determined by the Master
7 Development Plan approval, shall not exceed the following: Ten
8 Mobile Homes of 750 square feet or less in gross area; eight
g Mobile Homes of mare than '750 square feet in gross area per acre;
10 or a combination thereof.
11 c. Prior to occupancy of the first Mobile Home, not less
12 than 50 Mobile Home lots shall be prepared and available for,
13 occupancy.
14 d.. Parking, requirements: The overall. parking ratio shall
15 be two parking spaces {10' x 20'} per Mobile Home lot. At least
16 one parking space shall be provided on or immediately adjacent to
17 each Mobile Home lot.
Ig e. Building lines: All structures and Mobile Hames sha11
lg have a setback of at least 25 feet from all property lines and'
2p any street or road right-of-way adjoining the Mobile Home Park..
21 The setback area shall be landscaped and maintained as a buffer
22 strip, and in all cases the setback area shall be in conformity
23 with Sutte County Code - Chapter 1Q, Article IX.
24 f. Signs: Each Mobile Home Park shall have a bulletin :,for
25 the listing of each riiobile Home site and the name of the occupant
26~ thereof. The bulletin board shall. be located outside the office
and shall be lighted at night.

parking areas, recreation areas and street names shall be estab-
lished and maintained in the Mobile Home Park. Such signs shall
not exceed six (6) square feet in area.
Signs, or name plates not exceeding two {2} square feet
in area and displaying the name and address only of the occupant
of the Mobile Home may be erected at each Mobile Home site.
.Signs which identify or advertise the Mobile Home Park may
'be erected if approved by the Planning Department in its action
on the Master Development Plan for the Mobile Home Park. Such
signs must be located on the premises and shall be not more than ',
one hundred twenty {120} square feet. in area. They shall not be
animated or illuminated except by indirect non-flashing light.
g. Utilities: All utilities shall be installed undergxaund.
2.3 PROPERTY DEVELOPMENT STANDARDS.
The following development standards shall apply to the
individual Mobile Home sites. Plans and elevations for the Mobile
Home Park shall be submitted along with other construction p~:ans
with the Master Development Plan for a mobile home park, and shall
be subject to review and change upon 'recommendation of the P3anning
Department.
MOBILE HOME SITE AREA. The Mobile Home sites in a Mobile
Home Park shall average 3000 feet in area, but no site shall be
smaller than 200 square feet.
MOBILE HOME SITE WIDTH. Each Mobile Home site designed
-for a single Mobile Home shall be of an average width~of 42 feet.
Sites designed for a double width or larger shall be of an average
width of 30 feet plus the width of the Mobile Home, unless it can
be shown that adequate space for a patio, parking, and side yards
twill be assured, despite a site of less width.

1 MOBILE HOME SITE FRONTAGE. Each Mobile Home site shall
2 abut directly upon a Mobile Home Park street for a minimum distance
~ of thirty (30) feet.
4 POPULATION DENSITY. Not more than one single-family
~ Mobile Home may be placed on a Mobile Home site.
6 LANDSCAPING. The following landscaping provisions shall
~ apply in all Mobile Home Parks:
~ a. A11 open spaces except driveways, parking areas, walkway
9 utility areas , improved decks , patios , or porches shall
10 be maintained with landscaping.
I1 2.4 SPECIAL DEVELOPMENT STANDARDS.
12 a. Walls and fences: Wa11s and fences on indiv~:dual Mobile
13 Home sites shall not exceed two (2} feet in height. Walls or
l4 fences shall be erected around the perimeter of each Mobile Home
15 Park as may be required by the Planning Department. The height,
16 construction and type of maternal for such perimeter walls ox'
17 fences shall be as specified by the Planning Department.
18 b. Mobile Home Park streets: Mobile Home Park streets shall
19 be provided in such a pattern as toyprovide convenient traffic
2Q circulation within the Mobile Home Park. They shall be constructer
21 to the following standards:
22 1. All Mobile Home Park streets shall have a width
23 of not less than 30 feet including curbs.
24 2. There shall be concrete rolled curbs on each side
~~ of the streets.
26 3. The Mobile I-Iome Park streets shall be paved in
conformity to Butte County standards.

l 4. The Mobile Home Park streets shall have adequate
2 lighting..
g S. Drainage facilities and encroachment to public 'roads
4 shall be in conformity with the Butte County Depart-
~ ment of Public Works standards. ',
~ 2.5 RECREATION AREAS. A central recreation area shall''~,i
~ be established in each Mobile Home Park created pursuant to the
g provisions of this article. The size of such area shall be at I,
g least twa hundred (2QA} square feet per Mobile Home site. The
lQ recreation area may contain community clubhouses, swimming pools, ',
11 shuffleboard courts and similar facilities. The Planning Depart--
12 ment may permit decentralization of the recreational facilities
13 in accordance with principles of good planning provided that~the
14 total recreation area meets the above stated minimum size.
lS 2.5 MOBILE HOME PARK OFFICE. Every Mobile Home Park
16 shall include a permanent building for office use. Such building
l~ may include a single-family dwelling for the exclusive use of the
lg owner or manager.
19' 2.7 LAUNDRY ROOMS. Every Mobile Home Park shall have
20 one or mare laundry rooms. Laundry drying lines shall not be
2l permitted on any Mobile Home site.
22 2.8 MAIL BOXES PROVIDED. Each Mobile Home site shall
2g be equipped with a rcceptable far mail deliveries in accordance
24 with acceptable atandards of the United States Post Office
2g Departrt~ent.
26 2.9 TELEPHONES. The Mobile Home Park shall contain
at least one (1) public telephone for the use of park residents.

1 2.10 STORAGE AREAS. Areas used for storage of travel
2 trailers, boats and other such items, may be established in a
g Mobile Home Park provided they are adequately screened from
4 pub 1 i e vi. ew .
5 2.11 UTILITIES. ALL utility distribution facilities,
6 including televis~.on antenna service lines serving ind~.vidua~
,~ Mobile Home sites shall be placed underground. The owner is
$ responsible for complying with the requirements of this section
9 and he sha11 make the necessary arrangements with each of the
lO serving utilities for the installation of such facilities.
11' Transformers, terminal boxes, meter cabinets, pedestals, concealed
12 ducts, and other facilities necessary appurtenant to such under-
13 ground facilities shall be installed in conformance with specifica-
14 tions of the State of California Department of Housing and
15 Community Deve]:opment -- Division of Building and Housing Standards.
16 2.12 COMMUNITY TELEVISION ANTENNA. Individual rooftop
17 or outdoor television antennas shall not be permitted in a Mobile
18 Home Park. One single television antenna for community service
19 may be situated within the Mobile Home Park.
20 2,13 DOGS AND ANIMALS. Dogs and other household pets
21 shall not be permitted to run at large in any Mobile Home Park.
22 Bird aviaries, poultry and other barnyard animals shall not be
23 permitted in any Mobile Home Park.
2,¢ 2.14 TRANSIENT SPACES. Not more than ten {10) per cent
~~ of the Mobile Home sites may be used for transient Mobile Home
26 sites. Sites reserved for transient Mobile Homes shall Sae so
designated on the plans submitted with the Master Development,Plan.

The site, yard and property development standards of this classi-
fication shall fully apply to sites reserved for transient Mobile
Homes. Mobile Homes which are smaller than specified in Section
2 may occupy such designated transient Mobile Home site for a
(period of up to ninety {90) days.
SECTION 3. All uses within the District nat specifically)
authorized and permitted in Section 2 are prohibited.
SECTION 4. In compliance with the provisions of said
Zoning Enabling Ordinance, the same is hereby amended by adding
this Ordinance in full.
SECTION 5. The penalties for violation of the zonz;ng
hereby imposed within the District shall be as provided in the
Zoning Enabling Ordinance. In compliance with the Zoning Enabling
Ordinance, this Ordinance shall from and after its effective date
become a supplement to and part of the Zoning Enabling Ordinance.
SECTION 5.' This Ordinance shall be and is hereby declare
to be in full force from and after thirty {30} days after the
date of passage; and before the expiration of fif teen {15) days
after its passage, this Ordinance shall be published once with
' the names of the members of the Board o£ Supervisors voting for
and against it in the ~ ~ •s
a newspaper published in the County of Butte, State of California.
