RESOLUTION OF THE BUTTE COUNTY BOARD OF SUPERVISORS
ELECTRONIC ABSENTEI^ SYSTEMS FOR ELECTIONS {EASE) PROGRAMS
UNDER THE FEDERAL MILITARY AND OVERSEAS VOTER EMPOWERMENT {MOVES ACT
WHEREA5, traditional vote by mail has historically made it difficult for overseas ballots to make it back to the
elections official in time to be counted; and
WHEREAS, the Federal Military and Overseas Voter Empowerment (MOVE) Act adopted in 2009, enhances
protection of the rights of service members, their families and other overseas citizens to vote in Federai elections; and
WHEREA5, the MOVE Act provides for the "electronic" delivery of ballots to Uniformed and Overseas Citizen
Absentee Voters (UOCAVA); and
WHEREAS, the Federal Voting Assistance Program (FVAP) announced a X16.2 million in competitive grant
funding for "Electronic Absentee Systems for Elections (EASE) Programs" in May, 2011; and
WHEREAS, the FVAP requested proposals that fulfill the purpose of improving the voting experience of UOCAVA
voters, reduce voting impediments faced by them, and stimulate the development of innovative approaches to absentee
voting by UOCAVA voters; and
WHEREAS, thirteen (13) Election Officials of CaFifornia counties, including Butte County, desired to apply
for EASE grant funds to acquire and implement aweb-based voter services and electronic ballot delivery system to
ensure full compliance with the MOVE Act through 2016, as specified in the proposal request; and
WHEREAS, the FVAP's evaluation criteria stated proposals demonstrating collaboratron among jurisdictions
would be viewed favorably; and
WHEREAS, the EI Dorado County Recorder-Clerk-Registrar of Voters organized the 13 counties into a coalition
and serving as the lead county submitted an application for X1.8 million in EASE grant funds on behalf of the 13 counties'
coalition; and
WHEREA5, EI Dorado County was awarded full funding of the application on behalf of the 13 counties' coalition,
of which $75,000 is designated for Butte County far implementation of a web-based voter services and electronic ballot
delivery system by EI Dorado County's selected vendor; and
WHEREAS, EI Dorado County is the sole recipient of the grant on behalf of the coalition, and they will handle all
advance funding and reimbursement claims through their county treasury eliminating any financial requirement by
Butte County; and
WHEREAS, EI Dorado County will be required to remit payment to the vendor and request reimbursement from
the FVAP, EI Dorado County will be acting on behalf of each of the coalition counties;
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of Butte, authorizes the County
Clerk-Recorder to execute documents provided by EI Dorado County to affirm Butte County's participation in the EASE
program and authorizing EI Dorado County to make required payments and seek reimbursement on behalf of Butte
County participation.
BE 1T FURTHER RESOLVED that a certified copy of this resolution be forwarded to the E1 Dorado County
Recorder-Clerk-Registrar of Voters.
PASSED AND ADOPTED by the Butte County Board of Supervisors of the County of Butte this 24th day
of April 2p12, by the fallowing vote:
AYES: Supervisors Wahl, Kirk, Yamaguchi and Chair Lambert
