RESOLUTION IN RECOGNITION OF STEVE MUSSELMAN
UPON RETIREMENT FROM THE COUNTY OF BUTTE
WHEREAS, Steve Musselman, Risk Manager for the County of Butte has announced his retirement as
of June 30, 2012; and
WHEREAS, Steve earned a Bachelor of Arts Degree in Public Administration from California State
University, Chico; and
WHEREAS, Steve began his career with the County of Butte in December of 1974 as an Administrative
Analyst I in the Administration Department. In 1977, Steve was promoted to Administrative Analyst II and in
1979 he was promo#ed to Administrative Analyst III. In February 1990, Steve became the County's Risk
Manager, which is the responsibility he has successfully carried out for the last 22 years; and
WHEREAS, Steve developed Butte County's risk management program from what was nothing mare
than an insurance purchasing function in the mid-1970's, to a comprehensive risk management program that
is self-insured far workers' compensation and general liabilities, proactive in loss prevention, progressive in risk
transfer, and aggressive in claim investigation. Under Steve's management, Butte County enjoys a very cost-
effective administration of claims against the County, and benefits from having one of the lowest rates of
claims per resident and lowest claim costs per resident among the 58 California counties; and
WHEREAS, Steve was instrumental in the successful formation of the Califarnia State Association of
Counties -Excess Insurance Authority (CSAC-EIA), the statewide joint powers authority that leverages the
purchasing power of California's counties to buy discounted insurance coverage, manages risk sharing pools
of self-insurance, and provides access to economical loss prevention resources. Steve has assisted Butte
County and other California counties through active oversight of the CSAC-EIA since it's foundation in 1979;
and
WHEREAS, Steve has been very creative and productive throughout his tenure, including the last five
years, wherein he has developed the County's Employee Wellness Program, AED Program, and Return to
Work Program, contributing towards a large decrease in Workers Compensation costs; and
WHEREAS, Steve has devoted his career to improving the lives of everyone living in Butte County and
committing his time here to protecting the assets of our community; and
WHEREAS, Steve has worked diligently for the past 37 years in the best interest of Butte County and
its citizens, earning the respect grid confidence of his colleagues, and many county, state and community
partners; and
WHEREAS, Steve is ready to spend more time camping, fishing and hunting with his family and
friends.
NOW, THEREFORE, BE IT RESOLVED that the Board, on its own behalf and on behalf of the citizens- -
of Butte County, extends its appreciation for your many years of dedicated service.
PASSED AND ADOPTED by the Butte County Board of Supervisors of the County of Butte, State of
California, on this 22"d day of May, 2092 by the following vote:
AYES: Supervisors Connelly, Wahl, Kirk, Yamaguchi and Chair Lambert
