RESOLUTION EXTENDING THE PILOT PROGRAM AND PERMITTING MEASURES TO
PROMOTE WORKERS' COMPENSATION COVERAGE OF CONTRACTORS AND
OWNER/BUILDERS FOR POOL AND ROOFING PERMITS
WHEREAS, the Board of Supervisors previously acted upon information presented in a staff report
regarding the impacts local contractors are experiencing due to an "underground economy" of unlicensed and
semi-licensed contractors performing work without permits or undercutting other contractors by foregoing
required Workers' Compensation coverage; and implemented on August 9, 2011, a twelve (12) month pilot
program for Development Services promoting Workers' Compensation Coverage as follows:
All pool permits shall require verifiable proof of active Workers' Compensation coverage of all
applicants {contractors, owners}Ibuilder(s), etc.).
2. Roofing Permits applied for by owner{s}/builder(s) who claim exemption from Workers'
Compensation coverage shall be advised that the Contractors State License Board shall be
notif ed when an exemption is claimed which may result in a site visit by the Contractors State
License Board Investigator to verify their exempt status.
In addition Development Services implemented an ongoing permitting process for the "re-plastering" of pools,
to assure Workers' Compensation coverage, as indicated below:
I . Permits shall be required for "re-plastering" of both residential and commercial swimming pools
at a flat fee, which will be $64.50.
WHEREAS, the Board of Supervisors desires this pilot program to continue for three (3) more years
with a new termination date of December 31, 2015.
NOW, THEREFORE BE IT RESOLVED, that the Board of Supervisors of the County of Butte, as
the conducting authority, does hereby resolve, direct and order that the above measures be enacted immediately.
PASSED AND ADOPTED by the Board of Supervisors of the County of Butte, State of California, on
the I2a' day of June 2012 by the following votes:
AYES: Supervisors Wahl, Kirk, Yamaguchi and Chair Lambert
NOES: None
ABSENT: None
NOT VOTING: Supervisor Connelly
