GROUNDWATER ASSISTANCE GRANT TO MAP AND STUDY GROUNDWATER
RECHARGE IN BUTTE COUNTY
WHEREAS, the Legislature passed Assembly Bi11303 in 2000 to assist local agencies in the
development of groundwater studies, groundwater monitoring and groundwater management programs; and
WHEREAS, this legislation has been codified under the California State Water Code as Sections
10795 et seq. as the Local Groundwater Assistance Act; and
WHEREAS, the Local Groundwater Assistance Act Grant Program has been appropriated funding
in 2012 State budget through Safe Drinking Water, Water Quality and Supply, Flood Control, River and
Coastal Protection Bond Act of 200b (Public Resource Code Section 75001 et seq.); and
WHEREAS, grant funding is being made available on a competitive basis to fund local
groundwater management programs; and
WHEREAS, Butte County established policies to protect groundwater through the Groundwater
Management Plan adopted in 2004 and the Integrated Water Resource Plan adopted in 2005, and
WFIEREAS, these plans specified policies to minimize the long-term drawdown of groundwater
levels and to protect recharge area though zoning, and
WHEREAS, the Butte County General Plan 2030 includes an Action Item W-A3.1 that states,
"Seek funding far and conduct comprehensive, countywide mapping of water resources and groundwater
recharge areas" and an Action Item W-A 3.4 that states, "Seek funds and develop programs that
improve the scientific understanding of regional aquifer systems and potential factors related to the
sustainability ofthe county's water resources."
WHEREAS, the Department of Water and Resource Conservation has identified a project to
produce a countywide groundwater recharge map, identify areas where groundwater recharge may be
beneficial and to further investigate hydrologic and geologic conditions.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of the County of Butte
hereby authorize and directs the Department of Water and Resource Conservation to prepare the necessary
data, conduct investigations and file an application, and execute a grant agreement with the California
Department of Water Resources .
