HomeMy WebLinkAbout12-079RESOLUTION AUTHORIZING TRANSFER OF REALIGNMENT REVENUE IN FISCAL YEAR 2012-2013 WHEREAS, the State Legislature enacted Assembly Bi11 1491 in fiscal year 1991-1992 to give counties a source of funding to provide public health, mental health, and social services pxagrams for which responsibility was transferred to counties through the realignment of programs; and WHEREAS, realignment provided flexibility to counties to address local conditions within Section 17600.20(a) of California Welfare and Institutions Cade which states: "Any county or city or city and county may reallocate money among accounts in the local health and welfare fund, not to exceed 10% of the amount deposited in the account from which the funds are reallocated for that fiscal year;" and WHEREAS, revenues to support public assistance programs require a transfer of five percent of revenue to be received in fiscal year 2012-2013, estimated at $381,406, from Mental Health Realignment to Social Services, which is within the statutory transfer limit; and WHEREAS, revenues to support public assistance programs also require a transfer of ten percent of revenue to be received in fiscal year 2012-2013, estimated at $1,195,962, from Public Health Realignment to the Social Services, which is within the statutory transfer limit; and NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors authorize the transfer of five percent of Mental Health Realignment revenue to be received in f seal year 2012-2013 and a transfer of ten percent of Public Health Realignment revenue to be received in fiscal year 2012-2013 to Social Services for an estimated total transfer to Social Services of $1,577,368 and make the finding that the transfers of realignment revenues are based on the most cost-effective use of available revenues to maximize client outcomes.
