HomeMy WebLinkAbout12-134Resolution No. 12-134 RESOLUTION IN RECOGNITION OF PHYLLIS MURDOCK UPON RETIREMENT FROM THE BUTTE COUNTY PUBLIC HEALTH DEPARTMENT WHEREAS, Phyllis Murdock, Director of the Public Health Department in Butte County, has announced her retirement as of December 29, 2012; and WHEREAS, Phyllis began her career with the Public Health Department in Butte County in ,luly of 2003, where she has continuously provided strong leadership within the department and overall county agency by encouraging creative problem resolution, quick and results-oriented action, and quality improvements that focused on providing excellent customer service; and WHEREAS, Phyllis's commitment and determination over the last 9-112 years to making Butte County Public Health Department the best in the north state is reflected in her many accomplishments including: building a strong, well-trained public health emergency preparedness and response program; establishing and operating the first special medical needs shelter and animal evacuations and sheltering during the fires of 2008; obtaining and operating a mobile medical unit; purchasing trailers equipped with shelter supplies for bath humans and animals; and establishing a new department operations center; and WHEREAS, through Phyllis's efforts, the county's radio tower and vault at Bloomer Mountain has been constructed which will result in increased safety of county staff and emergency response personnel by providing a clear means of communication while working in rural areas of the county; and WHEREAS, Phyllis successfully established and implemented a countywide wastewater management program, established Public Health's Environmental Health Division as the Certified Unified Program Agency which monitors and manages hazardous materials in the county, updated the food safety program, and supported major regional training events; and WHEREAS, Phyllis led and supported developing and providing a medical model addiction recovery program in the clinics, nurses' skills day, seniors' sen+ices, a dental program, immunization campaigns and clinics, CPR training for ail Public Health staff, various injury prevention programs such as bike helmets and car seats for children, and co-sleepers for newborns; and WHEREAS, Phyllis's commitment to efficiencies and modernization resulted in improved data management capability through an annual computer replacement program, various upgraded software systems, implementation of an electronic medical records system in the clinics, and a regional immunization electronic registry system; and WHEREAS, through Phyllis's leadership, vision and strong ethical values, Pubic Health programs have been brought together to establish the department's mission and strategic planning directions, to promote Public Health by branding and use of a new logo, to be trained in leadership and management, and to consolidate and improve facilities with the overall goal of creating efficiencies, improving health outcomes and enhancing customer service; and WHEREAS, Phyllis is welt-known for her creativity and resourcefulness, including the use of color and style, and has earned the respect and confdence of the County Administrative Office, her employees, and many county, state and community partners over her years of service and dedication to the betterment of public health in Butte County and throughout the sta#e. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors, on its own behalf and on behalf of the citizens of Butte County, wish to extend to Phyllis Murdock sincere appreciation for her many years of dedication and outstanding service to the residents of Butte County and further wish her well on her retirement.
