PURPOSE OF CLASSIFICATION. The Board of Supervisors finds
and determines that:
1. The Mobile Home, as a residence, is an accepted mode
of living which offers certain advantages and attractions to seg-
ments of the public.
2. The development and operation of Mobile Home Parks, as
related to adjacent areas, deserve special consideration. There-
fore, the purpose of this Ordinance is to permit areas for Mobile
Home Parks in peasant, residential surroundings, properly integra-
ted with adjacent neighborhoods, to the optimum benefit of resi-
dents of the Mobile Home Park and of the greater community.
The Board of Supervisors of the County of Butte, State of
California, under and pursuant to Ordinance Pdo. 475 of said County,
being the Zoning Enabling Ordinance of said County, as amended,
'DOES ORDAIN as follows:
SECTION 1. The hereinbelow described area, situate in
the County of Butte, State of California, shall be and is hereby
zoned as an MHP (Mobile Home Pars) District and such area shall
be subject to the. restrictions aid restricted uses and regulations
hereinafter specified and pro vid;:d, said area so zoned being loca-
ted in she unincorporated area of Oroville, California, gore
particularly described as follows:
A portion of the southeast quarter of Section 1, and
the east half of Section 12, T19N R4E, MDB&M, and a
portion of the southwest quarter of Section 6 and the
west half of Section 7, 'i19fJ R5E, MDB&M, Butte County
California, more particularly described as follows:

Beginning at the point designated as AC-651 on the
easterly ]ine of the parcel shown in that certain
Record of Survey recorded February 9, 1970, in gook
33 of Maps, at page 72, Butte County- Official Records;
thence southerly along said easterly line to the point
designated as ORO-131 on said Record of Survey; thence
leaving said easterly line S89°14'01"W, 373.85 feet to
the west line of the northwest quarter of the above
said Section 7; thence SO°45'59"E, along said line,
775.39 feet to the west quarter corner of said Section 7;
thence S1°01'04"E, along the west line of the southwest
quarter of said Section 7, for 199.23 feet to the southerly
line of the above said Record of Survey; thence N71°10'28"W
along said line, 89.75 feet; thence leaving said line,
N18°46'45"E, 129.36 feet; thence N26°45'58"W, 637.32 feet;
thence N11°27'09"W, 182.94 feet; thence S85°38'33"W,
260.00 feet to the easterly line of that certain parcel
of land described as Parcel One (Ridge Road) in the
Grant of Easements to the State of California, recorded
September 2, 1950, under serial number 99350, Butte
County Official Records; thence along said easterly line,
northerly along the arc of a non-tangent 950.00 foot
radius curve (radial line to said curve at this point
bears S85°38'33"W], concave to the east, thru a central
angle of 22°26'20", for 372.05 feet; thence northerly
along the arc of a tangent 2850.00 foot radius curve,
concave to-the west, thru a central angle of 23°35'45"
for 1173.70 feet; thence leaving said easterly line,
N81°17'52"E, 311.50 feet; thence N73°44'23"E, 100.00
feet; thence N38°18'26"E, 279.09 feet; thence N22°53'26"E,
97.69 feet; thence S74°15'34"E, 269.09 feet; thence
S66°47'38"E, 228.40 feet to the point of beginning.
Containing 46.57 acres, more or less.
SECTION 2. APPLICATION OF REGULATIONS: The regulations
of this Ordinance shall apply in all Mobile Home Park Districts.
2.1 USES, PERMITTED: Thy: following uses subject to
securing an approval by the Plan:~ing Department of a Master
Devel ep:nent Plan
a. Principle Uses.
1. Mobile I-Eomes containing not less than 500 square
feet of gross .a :•e a.
b. Accessory uses: Subject to appropriate conditions,

the following accessory uses may be approved, as a part of the
Master Development Plan, in any Mobile Home Park:
1. Management office and maintenance equipment
storage.
2. Coin operated laundry and dry cleaning facilities,
III for residents only.
3. Vending machines, for residents only.
4.' Non-commercial recreation, meeting halls, club-
houses, swimming pools, etc.
5. Storage facilities, for residents only.
5. Chapel.
7. Car washing facilities, for residents only.
8. Other uses which are clearly incidental and
subordinante to the principle use.
2.2 STANDARDS FOR MOBILE HOMES AhJD ACCESSORY USES.
a. Minimum site area: 10 contiguous acres.
b. Maximum density: The density, determined b~ the
Master Development Plan approval, shall not exceed the following:
Ten Mobile Homes of 750 square feet or less in gross area; eight
Mobile Homes of more than 750 square feet in gross area ~•er acre;
or a combination thereof.
c. Prior to occupancy of the first Mobile Home, nat less
than 50 Mobile Home lots shal] be prepared and available for
occupancy.
d. Parking requirements: The overall parking ratio
shall be two parking spaces (10' x 20') per Mobile home lot. At

L Least one parking space shall be provided on or immediately
2 adjacent to each Mobile Home lot. ,
3 e. Building lines: All structures, and Mobile Homes
4 shall have a setback of at }east 25 feet from all property lines
5 and any street or road right of way adjoining the Mobile Home Park.
6 The setback area shall be landscaped and maintained as a buffer
7 strip, and in all cases the setback area shall be in conformity .
8 with Butte County Code - Chapter 10, Article II.
9 f. Signs: Each Mabile Hame Park shall have a bulletin
10 far the listing of each Mabile Home site and the name of the
11 occupant thereof. The bulletin board shall be located outside the
12 office and shall be lighted at night.
13 Adequate signs and marking indicating directions, parking
14 areas, recreation areas and street names shall be established and
15 maintained in the Mobile Home Park. Such signs shall not exceed
16 six (6) square feet in area.
17 Signs, or name plates nat exceeding two (2) Square feet
18 in area and displaying the name and address only of the occupant
19 of the Mobile Home may be erected at each Mobile Home site.
20 Signs which identify or advertise the Mabile Home Park
21 may be erected if approved by the Planning Department in its action
22 on the '4aster Development Plan for the Mobile Home Park. Such
23 signs mast be located on the premises and shall not be mare than
24 one hundred twenty (120) square feet in area. They shal} not be
2S animated or illuminated except by indirect non-flashing fight.
26 g. Utilities: All utilities shall be installed under-
ground.

2.3 PROPERTY DEVELOPMENT STANDARDS. The following de-
velopment standards shall apply to the individual Mobile dome sites
Plans and elevations for the Mobile Home Park shall be submitted
along with other construction plans with the Master .Development
Plan for a mobile home park, and shall. be~subject to review and
change upon recommendation of the Planning Department.
MOBILE HOME SITE AREA. The Mobile Home sites in a Mobile
Home Park shall-average 3000 square feet in area, but no site
shall be smaller than 2700 square feet.
MOBILE HOME SITE WIDTH. Each Mobile Home site designed
for a single Mobile Home shall be of an average width of 42 feet.
',Sites designed for a double width or larger shall be of an average
width of 30 feet plus the. width of the Mobile Home, unless it can
be shown that adequate space for a patio, parking, and side yards
will be assured, despite a site of less width.
MOBILE HOME SITE FRONTAGE. Each Mobile Home sitr. shall
abut directly upon a Mobile Home Park street for a.minim.~m distance
of thirty (30) feet.
POPULATION DENSITY. Not more than one single-family
Mobile Home may be placed on a Mobile Home site.
LANDSCAPING. The following landscaping provisions shall
apply in all•Mobile Home Parks:
a. All open spaces ex~:ept driveways, parking areas, walk
ways, utility areas, improved decks, patios,•or
porches shall be maintained with landscaping.

~2.4 SPECIAL DEVELOPMENT STANDARDS.
a. Walls and fences: Walls and fences on individual
Mobile Home sites shall not exceed two (2) feet in
height. Walls or fences shall be erected around the
perimeter of each Mobile Home Park as may be required
by the Planning Department. The height, construction
and type of material for such perimeter walls or
fences shall be as specified by the Planning Depart-
ment.
b. Mobile Home Park streets: Mobile Home Park streets
shall be provided in such a pattern as to provide
convenient traffic circulatian within the Mobile Home
Park. They shall be constructed to the following
standards:
1. All Mobile Home Park streets shall have a width
of not less than 30 feet including curbs.
2. There shall be concrete rolled curbs on each side
of the streets.
3. The Mobile Home Park streets shall be paved in
conformity to Butte County standards.
4. The P4obile Home Park streets shall have adequate
. lighting.
5. Drainage facilities and encroachment to public
roads shall be in conformity with the Butte Count;
Department of Public Works standards.

1 2.5 RECREATION AREAS. R central recreation area shall'be
2 established in each Mobile Home Park created pursuant to the pro-
3 visions of this article. The size of such area shall be at least
4 two hundred (200) square feet per Mobile Home site. The recreation
5 area may contain community clubhouses, swimming pools, shuffleboard
6 courts and similar facilities. The Planning Department may permit
7 decentralization of the recreational facilities in accordance with
8 the principles of good planning provided that the total recreation
9 area meets the above stated minimum size.
10 2.6 MOBILE HOME PARK OFFICE. Every Mobile Home Park shall
11 include a permanent building for office use. Such building may
12 include a single-family dwelling for the exclusive use of the
13 owner or manager.
14 2.7 LAUNDRY ROOPiS. Every Mobile Home Park shall have one
15 or more laundry rooms. Laundry drying lines shall not be permitted
16 on any Mobile Home site.
17 2.8 MAIL BOXES PROVIDER. Each Mobile Home site 5ha11 be
18 equipped with a receptacle for mail deliveries in accordance with
19 acceptable standards of the United States Post Office Department.
20 2.9 TELEPHONES. The Mobile Home Park shall contain at
2I least ene (1) public telephone '`or the use of park residents.
22 2.10' STORAGE AREAS. A.^eas used for storage of travel
23 trailers, boats and other such items, may be established in a
24 Mobile Home Park provided they e;re adequately screened from public

2.11 UTILITIES. All utility distribution facilities, in-
cluding television antenna service lines serving individual Mobile
Home sites shall be placed underground. The owner is responsible
for complying with the requirements of this section and he shall
make the necessary arrangements with each of +.he serving utilities
for the installation of such facilities. Transformer, terminal
boxes, meter cabinets, pedestals, concealed ducts, and other
facilities necessary appurtenant to such underground facilities
shall be installed in conformance with specifications of the State
of California Department of Housing and Community Development -
Division of Building and Housing Standards.
2.12 COMMUNITY TELEVISION ANTENPIA. Individual rooftop or
~loutdoor television antennas shall not be.permitted in a PAobile Home
Park. One single. television antenna for community service may be
situated within the Mobile Home Park.
2.13 DOGS AND AiJIMALS. Dogs and other household pets
shall not be permitted to run at large in any Mobile Home Park.
Bird aviaries, poultry and other barnyard animals shall not be
permitted in any Mobile Home Park. ~
'2.14 TRANSIENT SPACES. Not more than ten {10) ,per cent
of the Mobile Home sites may be used for transient Mobile Home
sites. Sites reserved for transient Mobile Homes shall I',e so
designated on the plans submitted with the Master Develo!~ment Plan.
The site, yard and property development standards of this classi-
fication shall fully apply to sites reserved for transient Mobile
Homes. Mobile Homes which are smaller than specified in Section

2 may occupy such designated transient Mobile Home site for a
period of up to ninety (90) days.
SECTION 3. All uses within the District not specifically
authorized and permitted in Section 2 are prohibited.
SECTION 4. In compliance with the provisions of s-aid
Zoning Enabling Ordinance, the same is hereby amended by adding
this Ordinance in full.
SECTION 5. The penalties for the violation of the zoning
hereby imposed within the District shall be as provided in the
Zoning Enabling Ordinance. In compliance with the Zoning Enabling
Ordinance, this Ordinance shall from and after its effective date
become a supplement to and part of the Zoning Enabling Ordinance.
SECTION 6. This Ordinance shall be and is hereby declared
to be in full force and effect from and after thirty (30) days
after the date of passage; and before the expiration of fifteen
(15) days after its passage, this Ordinance shall be published once
with the names of the members of the Board of Supervisors voting
for and against it in the Oroyille Mercury Register , a
newspaper published in the County of Butte, State of California.
'PASSED AND ADOPTED by the Board of Supervisors of the
County of Butte, State of California, this 1 day of
February 1972, by the following vote:
AYES: Madigan, Maxon, McKillap and Chairman Gilman
NOES: None
ABSENT: Supervisor Reynolds .
