members, friends, neighbors and ca-workers; and
WHEREA5, crime can leave a lasting physical, emotional ar financial impact an people of all ages and abilities and of a[i
economic, racial and social backgrounds; and
WHEREAS, as a nation devoted justice for all, America must increase its efforts to protect, restore, and expand crime
victims' rights and services so that they apply to every victim, every time; and
WHEREA5, for the year 2012, the Butte County Victim/Witness Assistance Center [VWAC) provided advocacy assistance
to 2,702 local crime victims; filed 1,420 claims to the Victim's Compensation Board with a total amount of $1,024,788
paid to victims.
WHEREAS, despite significant progress in providing rights and services to crime victims over the past two decades, large
segments of the population, including children, the elderly, those with disabilities, immigrants, and victims in rural areas
are still underserved; and
WHEREA5, victim assistance providers face new challenges with ever increasing cybercrime and serving victims who
have not always trusted the criminal justice system, including immigrant victims, youth and victims with differing sexual
orientation; and
WHEREAS, National Crime Victims' Rights Week, April 21-27, 2013, offers us all the opportunity to celebrate the energy,
creativity and commitment that launched the victims' rights movement, inspired its progress and continues to advance
the cause of justice for crime victims
NOW, THEREFORE, BE IT RESOLVED, that the Butte County Board of Supervisors hereby proclaims the week of April 21-
27, 2013 as National Crime Victims' Rights Week, and reaffirms the county's commitment to respect and enforce
victims' rights and address their needs during Crime Victims' Rights Week and throughout the year; and
PASSED AND ADOPTED by the butte County Board of Supervisors this 23`d day of April by the following vote:
AYES: Supervisors Wahl, Kirk, Lambert, Teeter and Chair Connelly

ABSENT: None
