Whereas, preventing child abuse and neglect means helping families build strengths so that their
children can thrive; and
Whereas, child abuse and neglect continues to be a problem in Butte County; and
Whereas, protective factors are the strengths that families can draw upon when life gets difficult;
and
Whereas, the five protective factors listed here have been proven to strengthen families anal prevent
child abuse and neglect: parental resilience, social connections, knowledge of parenting and child
development, concrete support in times of need, and ,social and emotional competence of children; and
Whereas, knowledge of these factors makes it possible for communities to provide programs and
resources to help strengthen families; and
Whereas, effective programs succeed because of partnerships among human services agencies,
community based organizations, schools, the faith community, law enforcement, and the business
community; and
Whereas, Butte County Child Abuse Prevention Council provides a collaborative forum for the
planning and implementation of family strengthening programs, and
Whereas, April is recognized by the U.S. Congress as Child Abuse Prevention Awareness Month;
and
Now, there#'ore be it proclaimed by the Butte County Board of Supervisors that April 2013 is
Child Abuse Prevention Awareness and Family Strengthening Month in Butte County.
Passed and adopted by the Board of Supervisors of the County of Butte this 23`d day of April,
2013, by the following vote:
AYES: Supervisors Wahl, Kirk, Lambert, Teeter and Chair Connelly
