COUNTY SERVICE AREAS TO MANAGE AND OPERATE COMMUNITY WASTEWATER SYSTEM5
WHEREAS, the Butte County Board of Supervisors adopted General Plan 2030 (GP 2030) policy PUB-P12.3 which
states: New community sewerage systems shall be managed by a public County sanitation district or other County-
approved methods. Proponents shall demonstrate the financial viability of constructing, operating and maintaining the
proposed community sewerage system; and
WHEREAS, the Butte County Board of Supervisors wants to have a written policy to comply with GP 2030 policy
PUB-P12.3 that will guide the orderly development and management of community wastewater systems.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors
1. The Butte County Board of Supervisors hereby selects the County Service Area (C5A) as the County approved
public entity to manage community wastewater systems.
2. Any proposed project that is not bcated within a LAFCO approved special district with the power to provide
sanitary sewer service or a LAFCo approved sphere of influence of any incorporated city or town or special
district with the power to provide sanitary sewer service shall establish a CSA as the County approved
management entity to oversee, operate and maintain the project's community wastewater system. The
developer shall pay the full cast to establish the CSA, including staff time and LAFCo fees.
3. CSA annual service charges shall be established to ensure financial viability of the C5A for the construction,
operation and maintenance of the community wastewater system, including but not limited to the following:
• OPERATIONS
o Annua! costs for the regulatory agency requirements to monitor and inspect the facility.
o Annual costs for a licensed operator to operate the facility in accordance with the approved Waste
Discharge Requirements (WDRs).
o Annual operating costs such as utilities, supplies and services.
• MAINTENANCE
o Annual costs for the facility's maintenance and repair and other contingencies.
• CAPITAL REPAIR & REPLACEMENT
0 Establishment of a capital replacement fund to accumulate the full replacement value of the facility
within the timeframe of 759'0 of the estimated lifespan of the facility.

AYES: Supervisors Wahl, Kirk, Lambert, Teeter & Chair Connelly
