ON SEPTEMBER 21, 2013
WHEREAS, our children need to do more than simply survive. They need to thrive, in the safety and love of a
family throughout their childhood and into adulthood.
WHEREAS, there are over 600 children in Butte County that have been abused and/or neglected and are now in
the Dependency Court System, living in foster care.
WHEREAS, these children face the overwhelming future of multiple foster homes, multiple soda! workers,
multiple schools and an uncertain life.
WHEREAS, at its heart, this is not merely an issue of abuse, or neglect, or of a broken system, or overburdened
workers, but of the unalienable rights of a child. This is about ensuring that every child has the right to learn, grow and be
treated with dignity and respect.
WHEREAS, Court Appointed Special Advocate (CASA} volunteers are essential in ensuring the child is heard
and supported throughout the Dependency Court Process.
WHEREAS, it is recognized that the involvement of a CASA in a neglected and abused child's life results in the
Dependency Court Judge's ability to make informed lifelong decisions on behalf of the child
WHEREAS, CASAs provide neglected and abused children in the Dependency Court System with a consistent
caring adult who will ensure the child's safe passage out of foster care, to the benefit of the child and generations to come.
WHEREAS, the CASA program is one of the most underfunded programs and the County wishes to support its
fund raising efforts for this worthy program.
WHEREAS, everyone in the program from administrators to volunteers to the children who are in the system are
Superheroes.
WHEREAS, The CASA support agency has put together a fundraiser for the benefit of our CASA program by
sponsoring a 1K and SK CASA SUPERHERO RUN event on Saturday September 21, 2013 in Bidwell Park as noted on
the website www.run4casa.com
NOW, THEREFORE, BE IT RESOLVED that Saturday September 21, 2013 is designated as CASA
SUPERHERO DAY, and that all citizens of the COUNTY of BUTTE are urged to support this worthy program and to
participate in the CASA SUPERHERO RUN either as a runner or by financially sponsoring runners, including children
who are under the mantle of the CASA program.
PASSED AND ADOPTED by the Board of Supervisors of Butte, State of California, this 13`h day of August, 2,013
by the following vote:
AYES: Supervisors Wahl, Kirk, Lambert, Teeter and Chair Connelly
