HomeMy WebLinkAbout13-138WHEREAS, the Butte County Board of Supervisors provided for construction of the Gridley Veterans Memorial Hall by resolution on February 2, 1925, for veteran soldiers, sailors and marines who served the United States honorably in any of its wars, and for the use or benefit of one or more veterans' associations, with the full intent of complying with Sec. 4041 of the Political Code of the State of California of 1924, which in part clarified, "Any county may provide and maintain...memorial halls...for the use of patriotic, fraternal and benevolent associations of such persons"; and WHEREAS, California Military and Veterans Code, Div. 6, Ch. 2, Sec. 1264 states, in its entirety, that, "The governing body maintaining any facilities constructed or maintained pursuant to this chapter may provide for the use of such facilities by persons or organizations other than veterans, either free of charge or for stated compensation to aid in defraying the cost of maintenance, for any purpose not inconsistent with the continued use pursuant to this chapter, when such will not unduly interfere with the reasonable use of the facilities by veterans' associations";and WHEREAS, the veterans' associations posted at the Gridley Veterans Memorial Hall are proud of their Hall, have continually participated in the good maintenance thereof, and have always cooperated with the County in respect to its utilization by other persons or organizations; and WHEREAS, in 2003, County directed staff to begin a program that would engage veteran participation, improve facility usage policies and procedures, and increase revenue at the Gridley Hall in an effort to offset the rising costs associated with its operation and maintenance, which required a significant level of property management to fulfill; and WHEREAS, over the years, at the hands of the renters, the veterans' associations have suffered disrespect to their institutions and interference with the use of their Hall; and WHEREAS, it is now clear that the effort and cost associated with rental activity and local agency use of the Gridley Hall have far exceeded any benefit to the veterans or to the County. NOW, THEREFORE, BE IT RESOLVED, that the Butte County Board of Supervisors hereby immediately suspends public rentals and local agency use of the Gridley Veterans Memorial Hall, and authorizes its utilization thereof only for veteran sponsored events consistent with its original intended use.
