HomeMy WebLinkAbout13-165Whereas, In Resolution 93-131 the Board of Supervisors resolved to establish a program of purchasing volunteer fire apparatus and adequate facilities to house them in the form of the Community Cost Share Program and Community Cost Share Trust Fund and, Whereas, Resolution 94-110 established the funding mechanism for the Program as: A. Not more than $100,000 in annual savings in the California Department of Forestry and Fire Protection (CAL FIRE) /Butte County Fire Department (BCFD) agreement; B. Unanticipated revenue from use of County fire resources by Federal agencies. C. Unanticipated revenue from use of County fire resources by State agencies. D. Civil cost collection or court ordered restitution revenues paid by persons negligently or criminally causing fires. Whereas, the rental of water tenders is not iricluded within this program as a revenue source as those rental funds are deposited within the Water Tender Earnings Fund for maintenance of the water tenders, certain volunteer facility costs and as a method for the volunteer companies to buy firefighting tools, and Whereas, the established use is a 50/50 split wherein the County matches funds or in-kind labor and materials, generally on a dollar for dollar basis, and Whereas, the Community Cost Share Program was found to foster a cooperative spirit and make a positive contribution to the replacement of outdated facilities and equipment, and Whereas, it is in the best interest of the County to maintain this program to ensure continuity and consistency over time, and Whereas, the operating environment of volunteer fire companies has changed since 1993, requiring an update to the Program; and Whereas, the ability for most Butte County Fire Department volunteer companies to raise a 50% match of the price of costly fire apparatus is severely limited, and Whereas, the need to provide quality apparatus to ensure readiness and capabilities of the fire department still exists; Therefore be it resolved, that the 50/50 split be changed to 95% Cost Share funds and 5% community donations or in kind assistance (95/5), and RESOLUTION UPDATING THE FIRE DEPARTMENT/COMMUNITY COST SHARE PROGRAM Be it further resolved, that up to $10,000 per year of Cost Share funds may be used by the Fire Department to specifically maintain volunteer company equipment Be it further resolved, that all equipment purchased using the cost share program are the property of, insured by and maintained by Butte County and the Butte County Fire Department.
