HomeMy WebLinkAbout14-016RESOLUTION NO. 14 -016 RESOLUTION IN RECOGNITION OF C. LINDA BARNES UPON HER RETIREMENT FROM THE BUTTE COUNTY TREASURER -TAX COLLECTOR'S DEPARTMENT WHEREAS, C. Linda Barnes, Butte County Treasurer -Tax Collector, has announced her retirement from the Butte County Treasurer -Tax Collector's Department as of February 22, 2014; and WHEREAS, Linda began her career with the department in April 2000, serving first as Assistant Treasurer -Tax Collector until her appointment to Treasurer -Tax Collector in August 2007; and WHEREAS, Linda has long advocated excellence in the performance of duties and has successfully fostered an office culture of professionalism, teamwork and superior customer service; and WHEREAS, Linda has endeavored always to ensure professional competence in investing, debt issuance, cash management, the receipt of property tax revenues and the collection of delinquent fines and fees. Her commitment to fiscal conservatism and prudent investment philosophies has earned her the respect and confidence of the Butte County Board of Supervisors, County Administration, County Department Heads, her employees, numerous city, county, state and community partners, as well as a long list of banking colleagues and investment pool participants; and WHEREAS, in her capacity as Treasurer, Linda was actively involved on the Finance Committee during the formulation of the Debt Management Policy, the General Fund Reserve Policy, and the OPEB Pre - Funding Trust. As a key member of the 457 Deferred Compensation Committee, she took the lead role in establishing the Investment Policy and By -Laws for the Committee; and WHEREAS, Linda's commitment to efficiencies and modernization has resulted in improved customer service to taxpayers through a comprehensive website and an online property tax payment system. Internally, using technology to improve business operations, the Department now operates a remittance processing system to automatically post property tax payments and remit checks directly to the County's financial institution using image capture technology; and WHEREAS, in July 2000, Linda worked closely with the Butte County Superior Court to draft an interagency Memorandum of Understanding to administer an Enhanced Collection and Compliance Program. This highly successful collaborative undertaking, which is still in place today, established a comprehensive Court collection program to effectively manage current and delinquent accounts and improved compliance with court orders; and WHEREAS, before coming to the County, Linda enjoyed a long and rewarding career in the financial arena, serving as a bank vice president and manager in Chico, Paradise, and Paradise Pines. Her twenty -plus years of banking experience in both commercial and consumer bank settings afforded her the opportunity to simultaneously manage multiple branches, take responsibility for a deposit base in excess of $200 million, and provide guidance to a large professional work force offering a full array of banking, investment and lending products; and WHEREAS, Linda's community service includes many years of membership as a Rotarian, a Quota Club International member and active involvement in many other Business and Professional Organizations. Linda has served on the Boards of the Butte College Foundation, the Feather River Hospital Foundation and represented the Chico and Paradise Chambers of Commerce as an ambassador. Linda is currently an active member of the California Association of County Treasurer -Tax Collectors, the Government Finance Officers' Association, and the California Revenue Officers' Association; and WHEREAS in retirement, Linda looks forward to spending quality family time with her husband, Larry, as well as her parents, children, and grandchildren. She and Larry also intend to travel throughout Europe, savoring the sights and sounds of history, fun and adventure. NOW, THEREFORE, BE IT RESOLVED that the Butte County Board of Supervisors, on its own behalf and on behalf of the citizens of Butte County, do wish to extend to C. Linda Barnes sincere appreciation for her many years of dedication and outstanding service to the taxpayers of Butte County and further, to wish her well on her retirement.
