During his tenure in this position, Bob designed and installed the first data network in the County system for the District Attorney's operations. Over three years Bob was responsible for modernizing the records management system; and WHEREAS, on June 1, 1997 Bob was appointed to start a new department called Information Technologies. Bob's new office consisted of a three-legged desk, no employees, no infrastructure, and one box of pens, a stapler and three pads of paper. Bob was literally starting "something from nothing"; and WHEREAS, Bob knew the challenge of creating a data network from nothing required hiring the right staff to be successful. The IT Department's first two hires and Bob were instrumental in the engineering and roll out of the original Butte County Network. They continue to be key contributing members as the network matures and grows. Bob always had a sharp eye for talent and hired the right person for each task. The team is what made this thing called Butte County IT work; and WHEREAS, Bob, realizing the beginning of a fledgling department was not a large enough challenge, accepted two departments as they were merged with IT. Communications and Radio came with three employees that were added to the IT ranks. Bob had little exposure to either one and embarked on a learning curve that would take him through many interesting turns. Brightly glowing tubes that were no longer available to purchase on the open market, phone bills out of control, and radio sites cast off by others but made useable by a talented staff. Bob let nothing stand in his way including purchasing radio parts on eBay when none could be found anywhere else; and WHEREAS, Bob retires after working with 7 Chief Administrative Officers, 7 Human Resource Directors, and 7 Development Services Directors. Bob served his entire career with two other County Department Heads, Mike Crump and Richard Price; and WHEREAS, Bob lead his Department through many financial conditions over almost 20 years. Most notably delivering a data network and operating at "less than 3/10's of 1 percent" of the annual County budget and always coming in under budget; and WHEREAS, Bob Barnes leaves a legacy that includes email for the County, data networking allowing the County to efficiently communicate as the County serves its citizens, a Next Generation 911 system, management of 3,300 telephone lines on a Statewide contract, building two new radio sites and improvement of many more, and the list could go on. He is known for his ingenuity and situation management. He is a leader and a friend; and WHEREAS, Bob Barnes retires with his legacy intact albeit just a little beyond his stale date. NOW, THEREFORE BE IT RESOLVED that the Butte County Board of Supervisors expresses its gratitude and appreciation to Robert Barnes for 20 years of dedicated and loyal service to the citizens of Butte County.
