RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO NEGOTIATE AND ENTER INTO
AGREEMENTS FOR THE ACQUISITION F REAL PROPERTY FOR PUBLIC ROAD PURPOSES, AGREEMENTS FOR
TEMPORARY CONSTRUCTION EASEMENTS, AND PERMITS TO ENTER AND CONSTRUCT IMPROVEMENTS FR
OWNERS BENEFIT FOR THE LAS PLU AS AVENUE SAFE ROUTES TO SCHOOL(SRTS) PROJECT FROM AL ER
ROAD TO CREST RIDGE DRIVE AND ON WALMER ROAD FROM LINCOLN BOULEVARDT R SALE AVENUE,
FEDERAL S F ROUTES TO SCHOOL PROGRAM PROJECT SRTSL-5912(096)
WHEREAS, the Butte County Department of Public Works is charged with the responsibility for
studying, recommending, constructing, and maintaining improvements within the system of County of Butte
roadways; and
WHEREAS, the County of Butte and the Department of Public Works has pursued and been awarded
grant funding programmed through the Federal Highway Administration (FHWA) Safe Routes to School
(SRTS) authorized by Congress through SAFETEA LU and as overseen by delegated authority to the State of
California Department of Transportation (Caltrans) for a proposed project to install curb, gutter, sidewalk, tie-in
pavement on both sides of Las Plumas Avenue from Walmer Road to Oakdale Heights School and on Walmer
Road from Lincoln Boulevard to Rosedale Avenue, along with pedestrian ramps, crosswalks, flashing
pedestrian crossing signs, driver feedback signs, associated storm drainage improvements, hot mix asphalt
overlay, and replacement traffic striping spanning the entire project limits to Crest Ridge Drive; and
WHEREAS, the Las Plumas Avenue Safe Routes to School Project for the construction of
improvements as described above appears on the County of Butte Capital Improvement Project (CIP) List, as
approved by the Butte County Board of Supervisors, and
WHEREAS, the Butte County Board of Supervisors shall be required to enter into a project agreement
with Caltrans and the FHWA to be eligible to participate in reimbursement through the Safe Routes to School
(SRTS) Program for the construction of said improvements as described above; and
WHEREAS, the project agreement requires that the County of Butte complete and certify all right of
way and easement acquisitions necessary to deliver right of way certification to Caltrans to construct the
project; and
WHEREAS, the Butte County Department of Public Works has obtained environmental clearance for
the project as required under the California Environmental Quality Act (CEQA) and National Environmental
Policy Act (NEPA) Guidelines; and
NOW THEREFORE,, BE IT RESOLVED, by the Board of Supervisors of the County of Butte, State
of California, in order to complete the delivery of the right of way certification to Caltrans, authorizes the
Director of Public Works to negotiate and sign the agreements for Acquisition of Real Property for Road
Purposes, Agreements for Temporary Construction Easements, and Permits to Enter and Construct
Improvements for Owners Benefit for the Las Plumas Avenue Safe Routes to School (SRTS) Project from
Walmer Road to Crest Ridge Drive and on Walmer Road from Lincoln Boulevard to Rosedale Avenue, federal
Safe Routes to School Program Project SRTSL-5912(096).

6t" day of May, 2014, by the following vote:
