RESOLUTION OF THE BUTTE COUNTY BOARD OF SUPERVISORS
AMENDING THE BUTTE COUNTY CONFLICT OF INTEREST COD
WHEREAS,S, can May 7, 1991, the Butte County Board of Supervisors, by Resolution No. 911-56, adopted
Conflict of Interest Code, a list of Designated Employees, a list of Committees and. Commissions, and (Place
of Filing Statements of Economic Interests and a list of Disclosure Categories; (hereafter collectively termed
ACode@) pursuant to the political Reform Act (Co . Code Sections 61666 et seq.); on 6/22/93, adopted
Resolution No. 93-86 amending said Code; on 3/26/96, adopted Resolution No. 96-30 amending said Code; on
5/13/97, adopted Resolution No. 97-59 amending said code; on 4/26/01, adopted Resolution No. 01-046
amending said code; on 12/16/03 adopted Resolution No. 03-173 amending said code; on 1/11/06 adopted
Resolution No. 0 -002 amending said code„ on 5/24/05 adopted Resolution Pio. 05-070 amending said code; on
2/114/06 adopted Resolution 06-024 amending said code; and on 1/9/07 adopted Resolution No. 07-001; and on
5/20/06 adopted Resolution 08-066 amending said code; and on 5/20/10 adopted Resolution 10-079 amending
said code; and on 10/12/10 adopted Resolution 10-141 amending said code; and on 1/10/12 adopted Resolution
12-002 amending said code, and on 9/25/2012 adopted Resolution 12-109 amending said code; and
WHEREAS, the County of Butte has reviewed the Code as amended, as required by the Political
Reform Act (Gov. Code Sections 61000 et seq.); and
WHEREAS, after conducting such review, the Code requires modification.
NOW, THEREFORE, BE IT RESOLVED, that:
1. Attachment A entitled Conflict of Interest Code, County of Butte, as adopted by Resolution 12-
109, be replacedfullly and completely by the attachment A whiich accompanies this resolution. This
attachment shall therefore replace the former Attachment A to the County Conflict of Interest Code and
become the applicable and valid Attachment A to that Code.
2. The list of Designated Employees, as adopted by Resolution No. 12-109, be replaced fully and
completely by the list of Designated Employees which accompanies this resolution as Attachment B.
This attachment shall therefore replace the former Attachment B to the County Conflict of Interest Code
and become the applicable and valid Attachment B to that Code.
3. The list of Committees and Commissions, as adopted by Resolution No. 12-109, be replaced
fully and completely with the list of Commissions and Committees which accompanies this resolution as
Attachment C. This attachment shall therefore replace the former Attachment C to the County Conflict
of Interest Code and become the applicable and valid Attachment C (Parts land 2) to that Code.
4. The list of Disclosure Categories for Designated Positions, as adopted by Resolution No. 12-
109, be replaced fully and completely with the list of Disclosure Categories for Designated Positions
which accompanies this resolution as Attachment D. This attachment shall therefore replace the former
Attachment D to the County Conflict of Interest Code and become the applicable and valid Attachment D
to that Code.
5. The list of Place of Filing Statements of Economic Interests, as adopted by Resolution No. 12-
109, be replaced fully and completely with the list of Place of Filing of Economic Interests, which
accompanies this Resolution as Attachment E. This attachment shall therefore replace the former
Attachment E to the County Conflict of Interest Code and become the applicable and valid Attachment E
to that Code.

6. The Resolution shall become effective on October 21, 2014. PASSED AND ADOPTED by
the Board of Supervisors of the County of Butte, State of California, on the 2111 day of October 20,14 by
the following votes:

CONFLICT OF INTEREST CODE
FOR THE COUNTY OF BUTTE
The Political Deform Act, Government Code Section 31300, et seq., requires each state and local
government agency to adept and promulgate a conflict of interest code. The Fair Political Practices Commission
has adopted a regulation, 2 Cal. Code of begs, Section 18730, which contains the terms of a standard conflict
of interest code. It can be incorporated by reference and may be amended by the Fair Political Practices
Commission after public notice and hearings to conform to amendments in the Political Reform Act. Therefore,
the terms of 2 Cal. Code of Pegs. Section 18738 and any amendments to it duly adopted by the Fair Political
Practices Commission are hereby incorporated by reference and, along with the attached appendix consisting
of attachment a and attachments C through C in which members of committees or commissions and employees
are designated, attachment C in which disclosure categories are set forth, and attachment F, which specifies
the place of firing of statements of economic interest, shall constitute the Conflict of Interest Code of the County
of Butte.
Pursuant to the standard conflict of interest code, adopted and incorporated by reference herein as the
Conflict of Interest Code of the County of Butte, designated employees and designated members shall file
statements of economic interests with the agency. Upon receipt of the statements of the various designated

members and employees, the designated agency shall make and retain a copy and forward the original of these
statements to the place of filing, as indicated on Attachment E.
Note: Government Code section 87200
Certain county officials file their statements of economic interest pursuant to Government Code section
87200 et seq and not under Butte County's Conflict of Interest Code, which is governed by Government Code
section 87300 et seq. County officers that file pursuant to Government Code section 87200 are: Members of
the Board of Supervisors, Chief Administrative Officers, District Attorneys, County Counsels, County Treasurers,
Planning Commissioners, and County and city public officials who manage public investments. Accordingly,
these positions are not listed on Attachment B of the County's Conflict of Interest Code.

DISCLOSURE CATEGORIES
CATEGORY 1.
Designated employees in this category shall disclose all sources of income, interests in real property,
investments and business positions in business entities located in or doing business in Butte County, including
gifts, loans and travel payments. Designated employees in this category shall complete all schedules of Form
700, if applicable.
CATEGORY 2.
Designated employees in this category shall disclose sources of income, including gifts, loans and travel
payments, investments, and business positions in business entities which provide leased facilities, services,
supplies, materials, goods, equipment, vehicles, machinery or equipment of the type purchased or utilized by
the department in which the designated employee is employed, including training or consulting services of the
type utilized by the agency. Designated employees in this category shall complete all schedules of Form 700
except schedule B, if applicable.
CATEGORY 3.
Consultants shall disclose pursuant to Category 1 subject to the following limitation: The Chief
Administrative Officer of the County may determine in writing that a particular consultant, although a "designated
position", is hired to perform a range of duties that is limited in scope and thus is not required to fully comply with
the disclosure requirements described in this section. Such written determination shall include a description of
the consultant's duties and, based upon that description, a statement of the extent of disclosure requirements.
Such determination shall be a public record and shall be retained for public inspection in the same manner and
location as this conflict of interest code.
CATEGORY 4
All interests in real property which are located in whole or part within, or not more than two (2) miles
outside the boundaries of Butte County. Designated employees in this category shall complete all schedules of
Form 700, if applicable.

CATEGORY 5
Designated employees in this category shall disclose all investments in and sources of income (including
gifts)from business entities that are engaged in land development, construction, or the acquisition or sale of real
property in Butte County, plan to engage in such activities in the County within the next year or have engaged in
such activities in the County within the past two (2)years. Designated employees in this category shall complete
all schedules of Form 700, if applicable.
CATEGORY 6
Designated employees in this category shall disclose all investments and sources of income (including
gifts) from business entities that are engaged in the sale or development of any on-site waste water proprietary
product, or plans to engage in such activities in the County within the next year or have engaged in such activities
in the County within the past two (2) years. Designated employees in this category shall complete all schedules
of Form 700, if applicable.
CATEGORY 7
All investments and business positions in, and sources of income (Including gifts) for individuals or
business entities subject to certification and licensing as a septic pumper, septic installer, septic designer, or
maintenance specialist; or financial interest in a business where the product being sold is required to be
certified by a licensing authority or which will be subject to such authority within the next year or have been
subject to such authority within the past two years. Designated employees in this category shall complete all
schedules of Form 700, if applicable.
CATEGORY 8.
Persons in this category shall disclose all investments, income, and business positions in business
entities which are subject to the regulatory, permit, or licensing authority of the department in which the
designated employee is employed. Designated employees in this category shall complete all schedules of Form
700 except schedule B, if applicable.

From the list of designated employees, the Director of Human Resources shall be required to enclose in each
appointment/termination packet, a Form 700 - Statement of Economic Interests. The Director of Human
Resources shall notify the filing officer (County Clerk-Recorder) within seven days of each employee assuming
or leaving any designated position. The employee shall submit the completed statement to his or her department
head which shall make and retain a copy and forward the original statement to the County Clerk/Recorder
(Elections Department) where it shall be held on file as a public document.
