HomeMy WebLinkAbout14-166 40 litagA4U4VW,4 RESOLUTION IN APPRECIATION OF FRED HOLLAND WHEREAS, Fred Holland, Butte County Assessor, announced his retirement as of December 31, 2014; and WHEREAS, Fred Holland began his career in the Assessor's Office on August 3, 1987 as an Appraiser I, advancing within the department, holding the positions of Appraiser ll; Appraiser Ill; Senior Appraiser; Supervisor-Appraiser; Assistant Assessor; appointed Interim Assessor by the Butte County Board of Supervisors on August 4, 2009; and elected Assessor by the citizens of Butte County on June 8, 2010; and WHEREAS, Fred Holland, as Assistant Assessor and Assessor, during eight of the most challenging years of economic contraction in the real estate market, remained committed to producing the assessment roll in a consistent, timely, and accurate manner ensuring that the public received fair and equalized assessments of real and personal property, as well as excellent customer service;the CAO was fully and factually informed as to assessment roll projections; and the close coordination and interaction with tax cycle departments was optimized; and WHEREAS, under the direction of Fred Holland,through the empowerment of an excellent team of leaders, a number of technological upgrades were implemented within the department to create the most user-friendly reporting requirements possible, and to streamline business processes for maximum efficiency; and WHEREAS, Fred Holland, as Senior Appraiser, administered the Williamson Act Program, helped oversee its smooth conversion to the Megabyte Property Tax System, and served as Authorized Representative to the State Department of Conservation; and WHEREAS, Fred Holland served on the Standards Committee of the California Assessors' Association and board of the Butte County Management Employees Association; and WHEREAS, Fred Holland guest lectured Farm and Ranch Appraisal for many years at California State University, Chico; graduated Magna Cum Laude, Phi Kappa Phi, with a Bachelor's Degree in Agri-Business from California State University, Chico; and graduated with honors from Butte College with an Associate's Degree in Real Estate; and WHEREAS, Fred Holland is a Senior DeMolay, and a contributing member of the Butte County Historical Society, Fellows Club of Oroville, and Wyandotte Grange; and WHEREAS, Fred Holland is an active member of the Evangelical Free Church of Oroville; has served in various leadership capacities; has taught for 30 years in Children's Ministry with his wife Diane; and is a supporter of the Oroville Christian School; and WHEREAS, Fred Holland looks forward to further volunteer opportunities as a contributor to the Library Literacy Program and Feather River Opportunity Center; among other outreaches; and WHEREAS, Fred Holland hopes to hone his rusty fishing skills, become a better hunter, restore old cars, and spend as much time as possible with family and friends enjoying each other's company, playing tennis, and pursuing outdoor recreational activities; and WHEREAS, Fred Holland diligently served the residents of the County of Butte for 27 years and 5 months with extraordinary professionalism and leadership; NOW,THEREFORE, BE IT RESOLVED,that this Board, on its own behalf, and on behalf of the residents of the County of Butte, wish to express to Fred Holland sincere appreciation for his many years of unselfish dedication and outstanding service rendered to the residents of the County of Butte, and further wish him well upon his retirement.
