HomeMy WebLinkAbout15-039 (rl ��in���Ul�j�a��✓r��/u � ' e ! �� , I�1 i { � r f � Q � ��J' r r„ i '/�Idd Glr,/)ll�.�l,:. �u/nr� �Iri+JltP/Il!h�1rGi7ll�'�V r ..,.., �I Resolution No. 15-039 RESOLUTION GIS" INTENT TO BE A GROUNDWATER SUSTAINABILITY AGENCY WHEREAS, the Sustainable Groundwater Management Act of 2014 went into effect on January 1, 2015; and WHEREAS, the Sustainable Groundwater Management Act of 2014 enables the State Water Resources Control Board to intervene in groundwater basins unless a local public agency or combination of local public agencies form a Groundwater Sustainability Agency or Agencies (GSA) by June 30, 2017 (Water Code §10735); and WHEREAS, retaining local jurisdiction over water management and land use is essential to sustainably manage groundwater and to the vitality of Butte County's economy, communities and environment, and WHEREAS, any local public agency that has water supply, water management or land use responsibilities within a subbasin may elect to be a Groundwater Sustainability Agency (Water Code §10721); and WHEREAS, counties are presumed to be the Groundwater Sustainability Agency for areas within a basin that is not within the management area of another Groundwater Sustainability Agency (Water Code §10724); and WHEREAS, Butte County is eligible and presumed to be a Groundwater Sustainability Agency for the portions of the Vina, West Butte, East Butte and North Yuba subbasins in Butte County; and WHEREAS, other local public agencies are eligible and may elect to be a Groundwater Sustainability Agency; and WHEREAS, local public agencies may request that the Department of Water Resource adjust basin boundaries in order to improve the ability of achieving sustainable groundwater management(Water Code § 10722,2); and WHEREAS, Butte County and other local public agencies have a long history of coordination and cooperation on water management; and WHEREAS, successful implementation and sustainable groundwater management must be built upon coordination and cooperation among local public agencies; and W,THEREFORE, BE IT RESOLVED, that the Board of Supervisors of the County of Butte hereby declares that Butte County intends to be Groundwater Sustainability Agency for the portions of the County that overlie the Vina, West Butte, East Butte and North Yuba subbasins and authorizes and directs the Department of Water and Resource Conservation to: 1. Evaluate whether basin boundaries should be adjusted in a manner that will improve the likelihood of achieving sustainable groundwater management. 2. Pursue the development of an implementation strategy with other local public agencies.
