RESOLUTION AMENDING THE MASTER FEE SCHEDULE FOR SERVICES PROVIDED BY THE
COUNTY OF BUTTE BY INCREASING NEAL ROAD RECYCLING AND WASTE FACILITY FEES
WHEREAS, the Board of Supervisors established the Butte County Master Fee Schedule by
Resolution on March 24, 2009; and
WHEREAS, the County of Butte is authorized to adopt and implement fees for services,
provided, however, that such fees do not exceed the estimated reasonable cost of providing such
services; and
WHEREAS, the County of Butte, Department of Public Works, conducted a cost analysis study
(Strategic Plan) in 2012 to determine whether Solid Waste Enterprise Fund revenue is sufficient to meet
operating requirements in accordance with Butte County Code Section 3-70; and
WHEREAS, on November 6, 2012 the Board of Supervisors approved implementing a
sustainable funding model and passed Resolution 12-122 which authorized gate fee increases of$1.50
per year for three years to begin January 1, 2013; and
WHEREAS, in 2014, the Board of Supervisors approved franchises for waste and recycling
services and established initial collection fees effective March 1, 2015 based on a collection fee study;
and
W EREAS, it was found that an increase in landfill gate fees would trigger an increase in
collection fees based on the Rate Setting Methodology in the franchise agreements; and
WHEREAS, the Board of Supervisors desired to avoid creating additional confusion for the
public resulting from an increase in collection fees prior to the implementation of the franchise services
and passed resolution 15-015 which eliminated the third year of fee increase scheduled for January 1,
2015; and
WHEREAS, a public hearing was noticed and duly conducted to allow consideration of the
proposed fee increase prior to adoption of this Resolution; and
WHEREAS, the Board of Supervisors desires to increase gate fees per ton for self-haul
vehicles and commercial haulers in accordance with the Neal Road Recycling and Waste Facility's
Strategic Plan.
NOW,THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of Butte
adopts the increased fees as delineated in the attached Exhibit A and amends the Butte County Master
Fee Schedule to reflect the third year of increased gate fees. Increased fees shall become effective
thirty(30) days after their adoption.
