EREAS, the Sustainable Groundwater Planning Grant Program pursuant to the Water Quality, Supply, and Infrastructure Improvement Act of 2014 (Proposition 1) (Water Code Section 79700 et sea) provides financial resources to advance sustainable groundwater management; and Iv h h f AS, grant fu l:ding is being made available to eligible counties on a competitive basis through the Counties with Stressed Basins Grant Program; and W hE h) CAS, Butte County meets the eligibility criteria for the Counties with Stressed Basins Grant Program; and Wrh ) 7h AS, Butte County established policies to protect groundwater through the Groundwater Management Plan adopted in 2004 and the Integrated Water Resource Plan adopted in 2005; and Wh hE hhml AS, these plans specified policies to I,inimize the long-term drawdown of groundwater levels and to protect recharge area though zoning; and WIRE' r AS, the Butte County General Plan 2030 Water Resources Element includes Goal W-2 that states, "Ensure an abundant and sustainable water supply to support all uses in Butte County," and Goal W-3 that states, "Effectively manage groundwater resources to ensure a long-term water supply for utte County;" and WHEREAS, portions of the Vina„ West Butte, and East Butte subbasins are experiencing chronic declining groundwater elevations; and W ',REAS, the Department of Water and Resource Conservation has identified a project that will improve the sustainability of the groundwater basin through the identification of areas within the county that have the potential to recharge the groundwater basin area of the county; and WHE EAS, the Department of Water and Resource Conservation has also identified the need to evaluate the availability of surface water for potential recharge programs. NOW, THEREFORE, E IT mlh'SOLVE11, that the Board of Supervisors of the County of Butte hereby authorizes and directs the Department of Water and Resource Conservation to prepare the necessary data, conduct investigations and file an application, and execute a grant agreement with the California Department of Water Resources. BE IT FU'THER SO VED that an application be made to the California Department of Water Resources to obtain a Counties with Stressed Basins Grant under the Sustainable Groundwater Planning Grant Program pursuant to the Water Quality, Supply, and infrastructure 1 Iprovement Act of 2014 (Proposition 1) (Water Code Section 79700 et seq.) and enter into an agreement to receive a grant for the project, "Evaluation of Restoration and Recharge Potential Within the Groundwater Basins of •utte County."
