RESOLUTION IN AR.RECIATION OF CARL STEFFEN NELSON
WHEREAS, on May 6, 2016, Carl Steffen Nelson, Plans Examiner, retired from the Butte County Department of
Development Services after 26 years of honorable and dedicated service to the Citizens of Butte County; and
WHEREAS, Carl is a Chico native who attended Chico High School, University of California, Davis, and later
California State University, Chico, and graduated in 1985 with a Bachelor's degree in Speech Communication. Carl also
completed several courses in Building Inspection Technology at Butte College. Carl received valuable building construction
experience working with his father who was a General Contractor for many years. Carl then worked for California State
University, Chico Housing, while he was a student where he developed his skills and knowledge of plumbing, electrical, and
mechanical while working on boilers and air conditioning equipment; and
WHEREAS,on July 23, 1989 after working 20 days as an extra-help Building Inspector, Carl Nelson was promoted to
a full-time Building Inspector for the Butte County Department of Public Works Building Division in Oroville. In September
1989, Carl, was transferred from Oroville to the first Chico Office of the Building Division on Memorial Way where he could
walk to work, In September 1990, Carl transferred to the Paradise Office. In November 1992, after the Paradise office closed,
Carl transferred to the Chico Office on Humboldt Road. In 1996, Carl transferred to the Building Division office on Main Street
where he could ride his bike to work until the office closed in 2004, at which at that time he was transferred to the Building,
Division office in Oroville; and
WHEREAS, over the years Carl received plan check and inspection certifications in residential and commercial
building, plumbing, electrical,and in mechanical. In April 2007, Carl achieved certification as Building Official and in February
2006, Carl was promoted to Plans Examiner where he reviewed building plans for code compliance alongside four other Plans
Examiners. After the 2008 and 2009 layoffs, Carl became Butte County's unly non-structural Plans Examiner. Carl reviewed
and approved building plans and helped to insure structures in Butte County were safe to occupy; and
WHEREAS, In January 2013,Carl, became one of Butte County's Customer Service Training Facilitators,where Carl
was recognized numerous times during his career for his vast knowledge of building construction and his excellent customer
service skills,Over the years Carl received almost daily appreciation from citizens who recognized Carl's efforts and willingness
to go the extra mile,
NOW,THEREFORE,BE IT RESOLVED by the Board of Supervisors on its own behalf,and on behalf of the residents
of Butte County, wish to express their sincere appreciation to Carl S. Nelson for his many years of unselfish dedication and
outstanding service rendered to the residents of Butte County, and further wish him well on his retirement.
PASSED AND ADOPTED by the Butte County Board of Supervisors this May 24,2016,by the following
vote:
