Over his twenty-two years of service to county residents, Mike oversaw the expenditure of$105,323,690 on projects which included culverts, roadway illumination, pavement overlays and rehabilitation, construction and the reconstruction of bridges and roads,traffic signals, channel stabilization, bus stop improvements, chip and slurry seals, parking and pedestrian viewing at Lookout Point, painting of bridges, and numerous projects for storm damage repair. He also oversaw work done at the Neal Road Recycling and Waste Facility which included excavation of lava cap, construction, the Module 4 liner project, the closure of older modules, septage pond construction, and the new gas to energy project. WHEREAS, Mike Crump worked tirelessly to maintain an operating budget of $43 million. He has had other significant achievements that are noteworthy: 1) Mike was the driving force in securing acceptance to move the North County Yard outside of downtown Chico to a bigger site. The new Chico Yard opened in 2015, 2) Knowing that regulations were changing in Solid Waste, Mike worked to oversee the development of a master plan for the Neal Road Landfill. It is now known as the Neal Road Recycling and Waste Facility, in which recycling and reuse are the focus, 3) Under Mike's leadership the County has aggressively pursued funds to improve road safety in Butte County. Mike has consistently shown that safety is a priority and has had much success in finding funds to make those safety improvements. WHEREAS, Mike Crump, as the Director for the Department of Public Works, assisted with several fires over the years, some of which included the Concow fire in 2000, the Poe fire in 2001, the Skyway fire in 2002, the Camp, Humboldt, and Ophir fires in June 2008, the Palermo fire in 2010, and the Lumpkin fire just last year. WHEREAS, Mike Crump weathered many a storm. He has shown great leadership along with his managerial team during the recent employee strike, most of which were Public Works employees. Management team members and others in the department maintained services provided by the County during the strike. Mike also weathered the storms of 1996, 1997, and 1998 which brought considerable damage to the County, and kept residents safe in their day to day travel. WHEREAS Mike Crump became involved with the County Engineers Association of California (CEAC) soon after he joined Butte County. Throughout his tenure he was an active, influential member providing input and experience that was needed to help all counties promote CEAC's and Butte's agenda for county infrastructure needs. Mike joined many CEAC committees and eventually became President of CEAC in 2086. As president, after successfully hosting the annual National Association of County Engineers, Snap-E-Tom Reception, he set out to begin preparing the first State Wide Local Streets and Roads Needs Assessment that would be a critical document used to promote the statewide need for increased and more secure road funding for many years and is still used today. Also, as President, he was instrumental on helping get implementation of Proposition lB funds flowing sooner, rather than later. Once Mike was done there, he did not stop. Through his leadership, he has advanced many initiatives critical to implementation of the Strategic Highway Safety Plan (SHSP), by coordinating with many of the other rural public works directors. This has resulted in a process that was informed, collaborative, and inclusive of many issues facing rural counties. In addition to the SHSP, he has also been a critical member of the Highway Bridge Program Committee, providing input that has shaped the Local Highway Bridge Program (HBP) policy over the past few years. And in 2807, Mike became an honorable member of California's Loyal Order of Dedicated Servants (CLODS). WHEREAS, Mike Crump plans to enjoy his retirement with his family and friends. As an avid outdoorsman, he will take life by the horns, or gills. He also plans to enjoy his favorite sporto teams, the San Francisco Giants and 49ers. NOW,THEREFORE, BE IT RESOLVED, that this Board, on its own behalf and on behalf of the residents of the County of Butte, wish to express to Mike Crump sincere appreciation for his 32 years of unselfish dedication and outstanding service rendered to the residents of the County of Butte, and further wish him well on his retirement.
