RESOLUTION AMENDING THE MASTER FEE SCHEDULE BY ELIMINIATING GREEN AND
WOOD WASTE FEES FOR THE NEAL ROAD RECYCLiNG AND WASTE FACILITY
WHEREAS, the Board of Supervisors established the Butte County Master Fee Schedule by
Resolution on March 24, 2009; and
WHEREAS, the County of Butte is authorized to adopt and implement fees for services,
provided, however, that such fees do not exceed the estimated reasonable cost of providing such
services; and
WHEREAS, the Neal Road Recycling and Waste Facility (NRRWF) accepts green and wood
waste at a reduced fee to the public and contracts with a company to grind the green and wood waste
into a product for co-generation fuel; and
WHEREAS, half of California's co-generation facilities using urban green and wood waste chips
have either shutdown or discontinued accepting these urban waste streams for fuel.The net impact is
that the NRRWF can no longer rely on co-generation facilities to utilize processed green and wood
waste; and
WHEREAS,on July 26, 2016,the Board of Supervisors directed staff to develop a plan to phase
out accepting source-separated green and wood waste for recycling at a reduced fee of S12.00 per ton;
and
WHEREAS, NRRWF will phase out accepting source-separated green and wood waste for
recycling effective December 1, 2016; and
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of Butte
removes the fees as delineated in the attached Exhibit A and amends the Butte County Master Fee
Schedule to reflect the changes. All fee adjustments shall become effective December 1, 2016.
