Housing Finance Agency (CaIHFA)through an interagency agreement that expired on May 30, 2016. After this date, CaIHFA, under the MHSA Housing Program,will approve no further MHSA Loans or Capitalized Operating Subsidy Reserves (COSRs).The Local Government Special Needs Housing Program ("SNHP") will replace the MHSA Housing Program. WHEREAS, because the MHSA Housing Program is expiring, CaIHFA must release any remaining MHSA funds to counties by November 30, 2016; WHEREAS, on December 9, 2014, Butte County allocated all of its MHSA Housing Program funds, through Board of Supervisors Resolution No. 14-185,to Valley View Apartments; WHEREAS, since Butte County has financed an MHSA Housing Project the County must complete and sign Attachment A of the State DHCS Information Notice 16-025, Ongoing Annual MHSA Fund Release Authorization for Future Unencumbered Funds, by September 30, 2016.This form is necessary because it advises CaIHFA on how to handle future funds that may be received by CaIHFA on behalf of the County. Any funds received by CaIHFA on behalf of the County are to be released annually by CaIHFA by May 15k of each calendar year starting in 2017. If applicable,these funds may include ("Funds"): a. Deposits of disencumbered MHSA Housing Funds (example, COSR funds that are no longer required by a Project); b. Funds approved for a loan that is never funded; c. MHSA residual receipt loan payments; and d. Accrued interest. WHEREAS, Butte County wants to have all future Funds released and assigned to the CaIHFA administered SNHP in order to provide financing for the development of permanent supportive housing, and/or to provide capitalized operating subsidies (if applicable) for projects housing MHSA eligible tenants. CaIHFA will report the amount of Funds assigned to the County on an annual basis. In order to participate in SNHP, Butte County must complete and sign a Participation Agreement with CaIHFA, and if future MHSA funds are available to the County for Housing, to assign new MHSA or local funds to CaIHFA for use under the SNHP; NOW,THEREFORE, BE IT HEREBY RESOLVED that the Butte County Board of Supervisors authorize the Butte County Department of Behavioral Health Director to sn the State's DHCS Information Notice 16-025 Attachment A, Ongoing Annual MHSA Fund Release Authorization for Future Unencumbered Funds, and CalHFA's SNHP Participation Agreement, and any future Assignment Agreements authorizing the transfer of new funds to CalHFA or any forms required to request SNHP funding for projects housing MHSA eligible tenants.
