HomeMy WebLinkAbout16-151 ii,a,:,,oimoriolgolofixtiziployl,Mil WO tO,ig,,g/Arvg 7gr,„;,:lowx, YriiOn P ,',0.*cl,,,,,,w4A idijol,holml, ,411,o,,,,, i ';;,,?0,,,,A,,,otA;;zw):;:l$0,*; ,„11, 11d1Ori,,1, 11,I i il i„;7,vidys,/ 1):1'1, fi,,,,, ,1 1A1,4 , T/1,44/%00,124/',&'n4)';1,14409/ipli?,/**110,40nktiell14. fry j,k, 11,644191 9 f/i%/1,''61 Pu,'I /66 j0,f Ifr0',1 P A 6 lel r/A 41/,,0,4 / ,,,i,44/4,;•,,r,0,,e,.,,A NI ( ry 1 1:1 Of„ q 4;owep,y,,/,y4,44,giv„idi,,e,r,i 011.4ili'4400/,',4*4;0 MAY(W;14'Aei,W Y(1//4g%#4/4,14,1i404%,il,44/444 i4V0004,0442rY,4 wgiqi1,1(44 te',,, ,',',')//,';'"%;,:44,42,;,ildt,eA ,0,/,*10)11'01,44060er**/,?"sAA§A r4tiArsgi,A44444%.14;erke4Able,7ePakf4WWW44004t1ViNe% Resolution No, 16-151 RESOLUTION OF THE BUTTE COUNTY BOARD OF SUPERVISORS FORMING THE GROUNDWATER PUMPERS ADVISORY COMMITTEE (GPAC)TO ADVISE THE COUNTY DURING THE DEVELOPMENT OF THE GROUNDWATER SUSTAINABILITY PLAN REQUIRED UNDER THE 2014 SUSTAINABLE GROUNDWATER MANAGEMENT ACT WHEREAS, in November 2014,the State legislature passed the Sustainable Groundwater Management Act (SGMA), which requires local agencies with land use and or water management or water supply authority to do certain tasks to reach sustainability of medium and high priority groundwater subbasins as designated by the State of California Department of Water Resources; and WHEREAS,there are four high and/or medium priority subbasins with the County of Butte, namely Vina, West Butte, East Butte and North Yuba; and WHEREAS, beginning January 1, 2015, under SGMA local agencies are required to develop a Groundwater Sustainability Plan for the unincorporated areas of the medium and high priority subbasins within the County; and WHEREAS, basin areas not covered by other local agencies are assumed to be covered by the County wherein they lie; and WHEREAS, absent a qualified planning process which produces a Groundwater Sustainability Plan, the State Water Resources Control Board (State Board) is authorized to declare that the subbasins are out of compliance and thereby they will intervene and place the subbasins on probation with regard to SGMA; WHEREAS, on May 5, 2015, the Butte County Board of Supervisors unanimously passed Resolution No 15-146, electing to be a Groundwater Sustainability Agency for the portions of the Vina, West Butte, East Butte and North Yuba Subbasins within Butte County WHEREAS,the Department of Water and Resource Conservation has conducted a stakeholder assessment to outreach to specific groups known to have an interest in the sustainability of the groundwater subbasins; and WHEREAS,the Department of Water and Resource Conservation has conducted extensive outreach to stakeholders through public meetings other forums; and WHEREAS, through this outreach it has become apparent that there is concern being expressed among stakeholders within the subbasin areas that may be groundwater dependent or that are not represented by another local agency that they may not have a voice in the planning process; and WHEREAS,the Board of Supervisors sees the value of stakeholder input into the development and implementation of the Groundwater Sustainability Plans within Butte County; and WHEREAS, representatives from two of these groups, namely the Butte County Farm Bureau and the Citizens Water Watch have come together to present a consensus-based approach to form an advisory committee to advise the County on issues related to the development and implementation of the Groundwater Sustainability Plans within Butte County; and NOW,THEREFORE, BE IT RESOLVED, the Butte County Board of Supervisors hereby 1. Creates the Groundwater Pumpers Advisory Committee (GPAC); 2. The GPAC shall act as the liaison between groundwater pumpers and the County by communicating their issues of concern regarding the management of groundwater and the development of the Groundwater Sustainability Plan to the County, through the Department of Water and Resource Conservation. 3. The GPAC would have the following representation: a. Eight independent groundwater pumpers (two from each of the four sub-basins that are not serviced by a surface water district within that basin). b. One environmental representative preferably with scientific and/or technical credentials relevant to environmental use of groundwater within the groundwater basins within Butte County and preferably a groundwater pumper. 4. The selection of the members of the GPAC is at the sole discretion of the Board of Supervisors. S. Person interested in serving on the GPAC shall submit a letter of interest which shall include the following: a. Basin in which they are a groundwater pumper (or representative of a groundwater pumper) and number of acres serviced by groundwater pumping; b. Current level of SGMA knowledge; c. Ability to commit to attending meetings of the GPAC and other identified meetings of the SGMA process where groundwater pumper input is sought; d. Willingness to serve as a liaison to other groundwater pumpers in their basin to offer communications and information on the SGMA process. 6. The GPAC will remain intact throughout the development of the SGMA planning process. 7. GPAC members shall serve a three-year term beginning from date of appointment. Members may be appointed for additional terms. 8. Removal of a member of the GPAC is at the sole discretion of the Board of Supervisors.
