RESOLUTION IN RECOGNITION OF CATHI L. GRAMS
UPON RETIREMENT FROM
BUTTE COUNTY DEPARTMENT OF EMPLOYMENT AND SOCIAL SERVICES
WHEREAS, Cathi Grams, Director of the Department of Employment and Social Services and Public
Guardian/Public Administrator, has announced her retirement as of December 31, 2016; and
WHEREAS, Cathi began her career with the County of Butte on December 31, 1979, as an Eligibility Worker I
working for the Department of Social Welfare and thereafter served in various social service positions of increasing
responsibility including Assistant Director from 1998; and
WHEREAS, Cathi was appointed Director of Employment and Social Services and Public Guardian/Public
Administrator on January 1, 2005; and
WHEREAS, Cathi believed that all customers be treated with dignity and respect and that collaboration,
cooperation and creativity with our County and community partners was the key to successful outcomes for our
citizens; and
WHEREAS, Cathi believed the department's greatest resource is the dedicated and compassionate
professionals who work at DESS each day to improve the lives of our most vulnerable citizens; and
WHEREAS, Cathi has taken great pride in providing an excellent customer experience through the
development of a call center and task-based approach to service delivery for over 75,000 residents; and
WHEREAS, Cathi has been an active member in the County Welfare Directors Association, serving on the
Executive Committee and as Past President of the association. She not only advocated for the best interests of
children and families in Butte County but also shared important perspectives to influence program and policies at
the state and national level; and
WHEREAS, under Cathi's leadership the Veteran's Service Office and the Adoptions Service Program were
brought into DESS where services continue to be improved and enhanced; and
WHEREAS, Cathi has worked diligently in the best interest of Butte County government and its citizens,
earning the respect and confidence of the Board of Supervisors, County Administrative Office staff, her employees,
partners and others involved in the Department of Employment and Social Services and Public Guardian/Public
Administrator activities in Butte County; and
NOW, THEREFORE, BE IT RESOLVED that the Board, on its own behalf and on behalf of the citizens of Butte
County, extends its appreciation for her vision and dedication in meeting the management needs of the Department
of Employment and Social Services and Public Guardian/Public Administrator as well as the overall needs of the
community for responsible and compassionate local government,
PASSED AND ADOPTED by the Butte County Board of Supervisors this 6th day of December 2016 by the
following vote:
