Resolution No. 17-029
RESOLUTION ADOPTING COUNTY INTERNSHIP PROGRAM
WHEREAS, staff have researched the feasibility of a County Internship Program through the FY 2015-16
Butte County Leadership Academy which consisted of the following members: (Brian Ring (then HR Director)
and committee members Jim Aranguren, Sandy Bliss, Raymond Cooper, Karen Gillespie, Emily Larsen, Aaron
Quin, and Nicole Reimers; and
WHEREAS, the County currently promotes student internships in an ad hoc fashion and finds it more
desirable to implement a more formal, streamlined, comprehensive program to attract and connect with
potential employees; and
WHEREAS, the County has established the following relationships for student interns with California
State University, Chico and Butte-Glenn Community College:
• California State University, Chico Internship Agreement (non-clinical experience);
• California State University, Chico (MFT supervised fieldwork assignment);
• California State University, Chico (clinical nursling rotation);
• Butte-Glenn Community College District (non-clinical work experience);
• Butte-Glenn Community College District (clinical nursing rotation); and
WHEREAS, the public sector has a long history of partnering with educational institutions, volunteers,
community members and non-governmental organizations to increase commulnity service and governmental
transparency; and
WHEREAS, the State of California and other California counties have implemented comprehensive
internship programs; and
WHEREAS, the Butte County Senior Management and Department D'rectors have been involved in the
creation of the County Internship Program and support such a Program; and
WHEREAS, staff have determined that a formalized County Internship Program would be advantageous
for the following reasons
• Increased collaborations with Vocal educational partners to create meaningful work experience
for student interns;
• Further promotion of County services and programs;
• Standardized internship processes will streamline the application, marketing and tracking
procedures associated with County interns;
• Mitigate risk management issues by creating an organizational structure that includes the flow
of information between Human Resources, Risk Management and County Departments;
• Increase community presence and transparency; and
• Connecting and building relationships with potential future employees; and
WHEREAS staff have created a Policy Manual to guide the Internship Program.
NOW,THEREFORE, BE IT RESOLVED, that the County of Butte desires to:
• Implement a County Internship Program;
• Make internship programs available to all departments at the discretion of each Department
Director;
• Allow departments the autonomy to tailor their specific internship programs iin conjunction
with the County Internship Program; and
• Enhance partnerships with college students to provide meaningful educational opportunities in
fields such as agriculture, elections, emergency services, engineering, finance, healthcare,
human resources, information technology, law/criminal justice, mental health, planning, public
administration, public works, social services, and water & resource conservation.
PASSED AND ADOPTED by the Board of Supervisors of the County of Butte, State of California, on the
2811 day of February 2017 by the following votes:
AYES: Supervisors Wahl, Kirk, Lambert, Teeter, and Chair Connelly
