RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO NEGOTIATEAND ENTER INTO
AGREEMENTS FOR THE ACQUISITION OF REAL PROPERTY FOR PUBLIC ROAD PURPOSES, AGREEMENTS FOR
TEMPORARY CONSTRUCTION EASEMENTS, AND PERMITS TO ENTER AND CONSTRUCT IMPROVEMENTS FOR
OWNERS BENEFIT FOR THE EAST GRIDLEY ROAD AT' LARKIN ROAD INTERSECTION SIGNAL IMPROVEMENT
PROJECT, FEDERAL HIGHWAY SAFETY IMPROVEMENT PROGRAM PROJECT HSIPS-0 -002
WHEREAS, the Butte County Department of Public Works is charged with the responsibility for
studying, recommending, constructing, and maiintaining improvements within the system of the County of
Butte roadways; and
WHEREAS, the County of Butte and the Department of Public Works have pursued and been awardled
grant funding programmed through the Federal Highway Administration (FHWWA) Highway Safety
Improvement Program (HSIP) authorized by Congress and as overseen by delegated authority to the State of
California Department of Transportation (Caltrans) for a proposed project to install a fully integrated traffic
signal light system, left turn lanes for all four legs of the intersection, signalized pedestrian crossings, drainage
improvements, and street lighting at the intersection of East Gridley Road and Larkin Road; and
WHEREAS, the East Gridley Road at Larkin Road Intersection Signal Improvement Project appears in
the County of (Butte Capital Improvement Program (CIP) list, as approved by the Butte County Board of
Supervisors; and
WHEREAS, the Butte County Board of Supervisors has previously entered into a project agreement
with Caltrans and the FHWWA to be eligible to participate in reimbursement through the Highway Safety
Improvement Program (HSIP) for the project; and
WHEREAS, the project agreement requires that the County of Butte complete all right of way and
easement acquisitions necessary to deliver a Right of Way Certification to Caltrans to construct the project;
and
WHEREAS, the Butte County Department of Public Works has obtained environmental clearance for
the project as required uinder the California Environmental Quality Act (CEQA) and National Environmental
Policy Act (NEPA) Guidelines prior to right of way acquisitions.
NO+WW,THEREFORE, BE IT RESOLVED by the Board of Supervisors of the County of Butte, in order to
complete the delivery of the Right of Way Certification to Caltrans, authorizes the Director of Public Works or
his authorized designee to negotiate and sign the necessary agreements for Acquisition of Real Property for
Road Purposes, Agreements for Temporary Construction Easements, and Permit to Enter and Construct
