Resolution No. 17-0491
RESOLUTION APPROVING THE EXIT OF BUTTE COUNTY FROM TITLE IV-E
CHILD WELFARE WAIVER DEMONSTRATION PROJECT EFFECTIVE JULY 1, 2017
WHEREAS, on March 31, 2006, the State of California received approval for the Californiia Title IV-E Child
Welfare Demonstration Project from the federal Department of Health and Human Services; and
WHEREAS, in September 2014, the State of California received approval to extend the Demonstration
Project for an additionall five years;. and
WHEREAS, the State of California is operating a State Demonstration Project pursuant to Welfare and
Institutions Code, Section 18200 et. seq. for the County Demonstration emphasizing child and family well-being
that will support practice programs and system improvements that may result in better outcomes for children,
youth, and families; and
WHEREAS, the Department of Employment and Social Services, in partnership with the Probation
Department, executed an agreement with the California Department of Social Services to participate in the Title
IV-E Child Welfare Waiver Demonstration Project commencing October 1, 2014 through September 30, 2019;
and
WHEREAS,the Department of Employment and Social Services projects that continued participation in the
Title IV-E Child Welfare Waiver Demonstration Project will require unanticipated county funding; and.
WHEREAS, the Butte County Board of Supervisors has designated the Department of Employment and
Social Services as the lead agency responsible for contractual relationships with partner organizations and the
State for the Title IV-E Child Welfare Waiver Demonstration Project; and
WHEREAS, the California Department of Social Services requires the Butte County Board of Supervisors to
approve the exit from the Title IV-E Child Welfare Waiver Demonstration Project through a formal resolution
process.
NOW, THEREFORE, BE IT RESOLVED that the Butte County Board of Supervisors hereby approves the
Department of Employment and Social Services' request to exit from the Title IV-E Child Welfare Waiver
Demonstration Project effective Jolly 1, 2017; and
BE IT FURTHER RESOLVED by the Butte County Board of Supervisors that the Butte County Administrative
Officer, or his/her designee, is hereby authorized and empowered to apply, approve, sign, and execute in the
name of the County of Butte any documents necessary to exercise the Title IV-E Child Welfare Waiver
Demonstration Project opt-out election; and
BE IT FURTHER RESOLVED that this resolution shall remain in full force and effect until a resolution by the
Butte County Board of Supervisors is adopted amending or rescinding this resolution.

following vote:
