Resolution No. 17-162
RESOLUTION REGARDING THE BUTTE COUNTY LIBRARY ADVISORY BOARD
WHEREAS, on November 14, 2000, the Board of Supervisors of the County of Butte appointed a Library Long
Range Planning Committee; and
WHEREAS,on December 18,2001,the Library Long Range Planning Committee presented its report to the Board
of Supervisors; and
WHEREAS, the report of the Library Long Range Planning Committee recommended the creation of a Library
Advisory Board; and
WHEREAS,the Board of Supervisors adopted Resolution No. 02-060 creating the Butte County Library Advisory
Board; and
WHEREAS, the Library Advisory Board investigated how to strengthen its recruitment and enhance geographic
representation and wishes to restructure their appointments process to transition back to appointment by district.
NOW, THEREFORE, BE IT RESOLVEDthat the Board of Supervisors of the County of Butte hereby rescinds
Resolution No. 11-078 and redefines the Library Advisory Beard as follows:
PURPOSE. The Library Advisory Board is created for the following purposes;
1. To update and annually maintain a strategic plan for the Butte County Library;
2. To develop and maintain a long range library financial plan;
3. To provide an annual statement/report on the state of the Library for the past year;
4. To develop fundraising plans for the Board of Supervisors' approval;
5. To provide oversight of the funds deposited with the North Valley Community Foundation on behalf of
the Butte County Libraries,a's authorized on Mlay 15, 2002 by the Board of Directors of the Butte County
Library Foundation and prior to the closure of the, Foundation;
6. To oversee the development of relationships with community partners,such as schools and businesses;
7. To assist with the relationships with the cities and town in the County;
& To advise the Board of Supervisors on issues and trends impacting the Library;
9. To monitor technology that will affect the operation of the library and provide guidance to the Board of
Supervisors;
10. To develop and oversee public relations campaigns in support of the Library; and
11. To encourage in every possible'way the development and advancement of the public library system.
MEMBERSHIP. Membership of the Advisory Board shall consist of ten members. The Director of the Butte
County Library shall be a non-voting member of the Advisory Board. The Board of Supervisors shall appoint ten
members to the Advisory Board. Two members shall be appointed from each supervisorial district and shall reside
within that supervisorial district. These members will serve terms concurrent with the appointing supervisor.
Members are appointed for four (4) year terms which correspond with the appointing Supervisor. The initial terms
willl be staggered with Districts 2 and 3 expiring January 7, 2019 and Districts 1, 4, and 5 expiring January 4, 2021.
Members will serve at the pleasure of the Board of Supervisors.
Members shall be nominated by the Butte County Library Director and appointed by the Board of Supervisors.
OFFICERS. The officers ofthe Library Advisory Board shall consist ofa Chairand Vice Chair.
MEETINGS. Meetings shall be held a mimimum of four (4) timesa year, or as necessary as determined by
majority vote ufthe Advisory Board. Generally these meetings will beheld inJanuary, April, July, and Dctaber. The
Advisory Board shall address the Board of Supervisors annually at a minimum, as an independent advocate for the
library.
BY-LAWS. The Advisory Board shall be empowered to promulgate b�v|awstmgovern its internal operations,
Amendments tPthe bylaws must beratified bvthe Board of Supervisors asspecified imthis orfuture resolutions.
STAFF SUPPORT. The Library Director of the Butte County Library cheU be the Secretary and provide staff
support tothe Library Advisory Board.
BUDGET. The Board of Supervisors may establish a budget for the Library Advisory Board; and
BE IT FURTHER RESOLVED that the Butte County Board of Supervisors hereby affirms the Library Advisory Board
recommendation to change Membership appointments to supervisorial district and approves the LibraryAdvismry
Board Bylaws dated August I6, 2O17.
