Resolution No. 17-180
RESOLUTION IN SUPPORT OF THE SUBMISSION OF AN APPLICATION FOR A SUSTAINABLE
GROUNDWATER PLANNING GRANT TO IMPROVE GROUNDWATER RECHARGE
WHEREAS, the Sustainable Groundwater Management Act of 2014(SGNIA)went into effect on January
1, 2015; and
WHEREAS, many groundwater basins in California have declining groundwater elevations that are
causing reduced groundwater storage, land subsidence, seawater intrusion, degrading water quality and/or
surface water depletion; and
WHEREAS,the SGI+JIA requires that the Department of Water Resources provide technical and financial
assistance to local agencies for sustainable groundwater management; and
WHEREAS,the Sustainable Groundwater Planning Grant Program pursuant to the Water Quality, Supply,
and Infrastructure Improvement Act of 2014 (Prop 1) (Water Code.Section 79700 et seq.) provides financial
resources to advance sustainable groundwater management; and
WHEREAS,grant funding is being made available to eligible counties on a competitive basis through,the
Groundwater Sustainability Plans ("GSPs) and Projects portion of Prop 1; and
WHEREAS, Butte County established policies to protect groundwater through the Groundwater
Management Plan adopted in 2004 and the Integrated Water Resource Plan adopted in 2005; and
WHEREAS, these plans specified policies to minimize the longterm drawdlown of groundwater levels
and to protect recharge area though zoning; and
WHEREAS,the Butte County General Plan 2030 Water Resources Element includes Goal W-2 that states,
"Ensure an abundant and sustainable water supply to support all uses in Butte County," and Goal W-3 that
states, "Effectively manage groundwater resources to ensure a long-term water supply for Butte County"; and
WHEREAS, Butte County has elected to be a Groundwater Sustainability Agency (GSA)for the four
subbasins in Butte County, namely Vina, West Butte, East Butte, and Wyandotte Creek; and
WHEREAS,the Vina,West Butte, East Butte, and Wyandotte Creek subbasins have all been ranked as
either medium or high priority basins under SGMA; and
WHEREAS, as a GSA, Butte County meets the eligibility criteria to apply for funding under the GSPs and
Projects portion of Prop 1; and
WHEREAS,the Department of Water and Resource Conservation is currently working in collaboration
with other GSA eligible entities within the Vina,West Butte, East Butte, and Wyandotte Creek subbasins in the
preliminary activities to begin the development and iimplementation of GSPs for the Vina, West Butte, East
Butte, and Wyandotte Creek subbasins; and
WHEREAS, all eligible GSAemtitieshavew/httenlettg[s of support committing to aCoUaborative and
cooperative process and authorizing the County of B,utte to apply for Prop 1 funding on behalf of all
stakeholders for the deve|mp�mnentand implementation ofG5Ps in the Vina,West Butte, East Butte, and
Wyandotte Creek subbayins.
NOW,THEREFORE, BE IT RESOLVED that an application be made to the California Department of Water
Resources to obtain grant funding under the 2017 Sustainable Groundwater Planning Grant Program pursuant
to the Water Quality, Supply, and Infrastructure Improvement Act of 2014 (Proposition 1) (Water Code section
797OOetseq.), GSPsand Projects, andtoemterin1oanagneenneottooeceiveaQnantfortheDeve\oprnemtmnd
Implementation ofGroundwater Sustainability Plans in theV|na, West Butte, East Butte, and Wyandotte Creek
SubbaminyinCooperation with and VnBehalf ofAll Eligible GSAs and Stakeholders within these Named
5ubbesins; amd
@E |TFURTHER RESOLVED that the Board nf Supervisors ofthe County ofButte hereby authorizes and
directs the Department ofWater and Resource Conservation toprepare the necessary data, conduct
investigations,and file an a�plication, and execute a grant agreement with the California Department of Water
Resources for the Development and Implementation of Groundwater Sustainability Plans in the Vina, West
Butte, East Butte, and Wyandotte Creek Subbasins in Cooperation with and on Behalf of All Eligible GSAs and
Stakeholders within these Named Smbbasins.
