RESOLUTIONIN RECOGNITION OF RICHARD"RICK”WEST
UPON HIS RETIREMENT FROM THE COUNTY OF BUTTE
WHEREAS,. Richard "Rick" West is retiring from his position as District Attorney Chief Investigator for Butte
County on December 30, 2017 after nearly 23 yearn in the District Attorney's Office; and
WHEREAS,Chief West has over 30 years of law enforcement experience with previous employment at the Orange
Police Department in Los Angeles County and the Thurston County Sheriff's Office in Washington State; and
WHEREAS, he came to the District.Attorney's Investigation Bureau as a relative youngster, but quickly rose in the
ranks from Investigator to Senior Investigator to Lieutenant while working in nearly all units of the Investigation Bureau
including the Family Support Unit,the Child Support Unit,the Child Abduction Unit,the Welfare Fraud Unit,the Bad Check
Unit, and the Special Victims Unit; and
WHEREAS, he became the Chief of the Investigations Bureau on September 20, 2010, but continued to personally
do some of the most sensitive and complex criminal investigations in Butte County; and
WHEREAS, under his leadership, the Butte County District Attorney's Investigation Bureau became the premier
investigation bureau in the northstate with local and neighboring county agencies seeking its assistance in difficult and
challenging cases; and
WHEREAS, he placed emphasis on investigations involving victims of child abuse and sexual assault, and provided
leadership to bolster and solidify the county's forensic response teams—the Child Abuse Response Team and the Sexual
Assault Response Team; and
WHEREAS, his reputation in the legal community and among the other county law enforcement chiefs is one of
outstanding,intelligence, ethics, positivity, respectfulness, and tenaciousness; and
WHEREAS, his subordinates consider him honest, fair, consistent, respectful, and the calm eye in many chaotic
situations; and
WHEREAS, he is married to Donna and they have two remarkable daughters who they helped through Yale and
Amherst; and
WHEREAS, Rick is a diehard fly fisherman, who makes his own flies and fly rods, and is looking forward to using
his recently purchased drift boat to continue his quest for the wily trout and salmon,
NOW, THEREFORE, BE IT RESOLVED that the Butte County Board of Supervisors hereby recognizes and thanks
Richard "Rick" West for his many years of service to the County of Butte and its citizens and wishes him well upon his
retirement.
