1 The Butte County Board of Supervisors,' State of California,
2 DO OR~ATN as follows:
3 Section 1. Article 6 of Chapter 21 of the-Butte County Code
4 is hereby added to read as follows:
5 Article & - Establishment of Charges in County Service
g Areas for Miscellaneous Extended Services.
~ Section 21-85. The Board of Supervisors may fix and
g collect charges for a particular extended service authorized
g pursuant to Article 7 of Chapter 2.2, Title 3 Division 2.of the
~,p Government Code (Government Code '§§25210.70 et se .) in whole or
12 in part, for the costs thereof. The revenue obtained thereby may
T2 be in lieu of, or supple~iental to revenue obtained by levy of taxes
i3 The charges may vary by reason of the nature of the use or the
Z4 month in wh~:ch the service is rendered to correspond to the cost
15 and the value of the service.
16 Section 21-8b. The charges referred to in §21--$5 sha11
17 be placed on the tax ro11 in the same manner and at the same time
~,g as the general ad valorem property taxes are collected.
lg Sect~.on 21-$7. Once a year the board of supervisors
2p shall cause to be prepared a written report which shall contain a
21 description of each parcel of real property receiving the particulG
22 extended service and the amount of the charge for each parcel. for
23 such year computed in conformity with the procedure set forth in
24 the ordinance authorizing collection of such charges on the tax
25 ro11. Such report shall be filed with the clerk of the ,board of
26 supervisors.'

~ Section 21-88. Upon the filing:.-of such report, the clerk
2 shall fix a time, date; and place-for hearing thereon and for fili3
3 objections or protests ther~o. The clerk shall publish notice of
4 such hearing as provided in Section 6066 of the Government Code,
g prior to the date se~C for hearing, iii a newspaper of general
g circulation printed and published in the county.
7 Section 21-89. At the time,- date and place stated in the
g notice, the board of supervisors shall hear and consider all
g objections or protests., if any, to the report and may continue the
1p hearing from time to time. Upon conclusion of the hearing, the
I1 board of supervisors may adopt, revise, change, reduce, or modify
~,2 any charge and shall make its determination upon each charge as
1.3 described in the report and thereafter, by resolution, shall confi
14 -the report.
7.5 Section 21~-90. The charges set forth in the report, as
16 confirmed, shall appear as a separate item an the tax bill. The
17 charge may be collected at the same time and in the same manner as
lg ordinary county ad valorem property taxes are collected and shall
].g be subject to the-same penalties-and the-same procedure and sale
2p in case of delinquency as provided for such taxes. All laws
21 agplicable to the levy, collection and enforcement of county ad
22 valorem property taxes shall be applicable to such charge, except
2~ that if the real property to which such charge relates has been
24 transferred ar conveyed to a bona fide purchaser for value, or if
25 alien of a bona fide encumbrancer for value has been created anal
26 attaches thereon, prior to the date on which the first installment

o~ such taxes would become delinquent, then the charge confirmed
pursuant to this section shall not, result in a lien against such
real property but instead shall be transferred to the unsecured
roll for collection.
Section 2. This ordinance shall take effect thirty {3fl} days
after the date of its- adoption, and before the expiration of fiftee:
{15} -days after its passage, it shall be published in the
