Home My WebLink About19-055RESOLUTION AMENDING THE MASTER FEE SCHEDULE FOR SERVICES PROVIDED BY THE BUTTE COUNTY DEPARTMENT OFPUBLIC HEALTH — PUBLIC HEALTH CLINICS WHEREAS, the Board of Supervisors established the Butte County Master Fee Schedule by Resolution on March 24,2OO9and has amended the Fee Schedule over time; and WHEREAS, pursuant tothe provisions,oftheCa]ifmndaComsthut\ooamdthe|ovvsoftheSiateofCa|ifonnia,the County of Butte is authorized to adopt and implement fees for services, provided however, that such fees dnnot exceed the estimated reasonable cost mfproviding such service; and WHEREAS, the County strives to increase and maintain clarity, consistency, and transpa!rency of the fee process; IMP WHEREAS, the Public Health Department currently has a grant agreement with Essential Access Health for the purpose of providing comprehensive family planning services within the Public Health Clinics, and WHEREAS, Title X Fann]h/ Planning is set forth in the Code ofFederal Regulations (CFR)Title 42, Chapter L Subchapter D, Part 59 — Grants for Family Planning Services; and WHEREAS, Essential Access Health performed a Title X Program Evaluation at the Public Health Clinics in August 2018; and WHEREAS, the Title X Program Evaluation Report listed two findings regu|dmA implementation of sliding fee schedule which includes laboratory services and medications; and maintaining a process to waive fees for individuals seeking family planning/reproductive health services at the Public Health Clinics; and WHEREAS, the Public Health Department must correct the two findings, and su:bmit a Corrective Application Plan to Essential Access Health; and WHEREAS, the Public Health Department requests toremove "Reproductive Health Services" and minor cleanup in their existing Clinic Fees schedule (Exhibit A); and WHEREAS, the Public Health Department requests to add a new fee schedule named "Clinic Fees for Reproductive Health Services" (Exhibit B);and WHEREAS, the Public Health Department requests to add language for a "Sliding Fee Scale and Fee Waivers for Family Planning Services", pursuant to42 CFR 59.5(a)(8\, and 42 CFR 59.2, in their new fee schedule "Clinic Fees for Reproductive Health Smrvices"; and WHEREAS, the Public Health Department requests to add two new fee sections for "Contraceptive and Treatment WHEREAS, a public hearing was noticed twice within ten, days prior to the date of this Resolution to allow consideration of the proposed fee adjustments prior to adoption of this Resolution; and WHEREAS, the Board of Supervisors desires to adjust current fees and implement new fees. NOW, THEREFORE, BE IT RESOLVED that the Butte County Board of Supervisors hereby adopt fees as delineated in Exhibits A and B, and amends the Butte County Master Fee Schedule to reflect the changes. Medi -Cal - The California Department of Health Care Services website reports income eligibility for Medi - Cal is based on 138% of the FPL. However, income is not the only determinant for eligibility. Family PACT - Eligibility for Family PACT is based on family size, income, and health care insurance. Eligibility will be determined as part of the check in process at the time of the appointment. Private Pay - Clients who are not eligible for Family PACT, do not have Medi -Cal, are uninsured, or have private insurance may obtain services by paying for services at the time of the appointment. Actual Cost - Contraceptive and treatment medications, and lab costs may fluctuate in price when they are purchased. These fees are listed at actual cost, and will be charged at the actual price paid for goods. Per hour fees to be charged in 15 minute increments. Public Health Clinic fees effective August 1, 2017.
