FOR SERVICES PROVIDED BY THE COUNTY OF BUTTE FOR THE DEPARTMENT OF AGRICULTURE, DEPARTMENT OF DEVELOPMENT SERVICES, FIRE DEPARTMENT, DEPARTMENT OF PUBLIC HEALTH ENVIRONMENTAL HEALTH DIVISION, AND DEPARTMENT OF PUBLIC WORKS WHEREAS, the Board of Supervisors established the Butte County Master Fee Schedule by Resolution on March 24, 2009 and has amended the Fee Schedule over tirne; and WHEREAS, pursuant to the provisions of the California Constitution and the laws of the State of California, the County of Butte is authorized to adopt and implement fees for services, provided however, that such fees do riot exceed the estimated reasonable cost of providing such service; and WHEREAS, County Code 3-331 allows periodic adjustments to user fees based on an increase in the cost of providing services; and WHEREAS, pursuant to County Code 3-331 an increase in the cost of providing services for user fees is calculated by the net percentage increase in the Employment Cost Index (ECI); and WHEREAS, the net percentage increase in the ECI from quarter three 2017 to quarter one 2019 is 3.91; and WHEREAS, the County strives to increase and maintain clarity, consistency, and transparency of the fee process; and WHEREAS, the Department of Agriculture, Department of Development Services, Fire Department, Department of Public Health Environmental Health Division, and Department of Public Works requests to apply the ECI of 3.9✓ to fees in their fee schedules; and WHEREAS, the Department of Agriculture, Department of Development Services, and Department of Public Health Environmental Health Division requests to apply changes for the purpose of general cleanup of fees in their fee schedules; and WHEREAS, the Department of Agriculture, Department of Development Services, Fire Department, Department of Public. Health Environmental Health Division, and Department of Public Works list land use fees in their fee schedules, and WHEREAS, the pursuant to Government Code Section 66017(a) land use fees shall be effective no sooner than 60 days following the final action on the adoption of the fee or charge or increase in the fee or charge, and WHEREAS, a public hearing was noticed ten days prior to the date of this Resolution to allow consideration of the proposed fee adjustments prior to adoption of this Resolution. NOW, THEREFORE, BE IT RESOLVED that the Butte County Board of Supervisors hereby adopt fees as delineated in Exhibit A and amends the Butte County Master Fee Schedule to reflect the changes; and BE IT FURTHER RESOLVED all fee adjustments shall Ibecome effective September 28, 2019.
