HomeMy WebLinkAbout19-224WHEREAS, the Board of Supervisors established the Butte County Master Fee Schedule by Resolution on March 24,
2009 and has amended the Fee Schedule over time; and
WHEREAS, pursuant to the provisions of the California Constitution and the laves of the State of California, the County
of Butte is authorized to adopt and implement fees for services, provided however, that such fees do not exceed the
estimated reasonable cost of providing such service; and
WHEREAS, County Code 3-331 allows periodic adjustments to user fees based, on an increase in the cost of providing
services; and
WHEREAS, pursuant to County Code 3-331 an increase in the cost of providing services for user fees is calculated by
the net percentage increase in the Employment Cost Index (ECI); and
WHEREAS, the net percentage increase in the ECI from quarter three 2017 to quarter one 2019 is 3.9%; and
WHEREAS, the County strives to increase and maintain clarity, consistency, and transparency of the fee process; and
WHEREAS, the, Assessor's Office, department of Information Systems, County Library, Department of Public Health,
Sheriff's Office, and Treasurer -Tax Collector's Office requests to apply the ECI of 3.9% to fees in their fee schedules; and
WHEREAS, the Department of Public Health Laboratory and Sheriff's Office requests to apply changes for the purpose
of general cleanup of portions within their fee schedule; and
WHEREAS, a public hearing was noticed ten days prior to the date of this Resolution to allow consideration of the
proposed fee adjustments prior to adoption of this Resolution.
NOW, THEREFORE, BE IT RESOLVED that the Butte County Board of Supervisors hereby adopt fees as
delineated in Exhibit A and amends the Butte County Master Fee Schedule to reflect the changes; and
BE IT FURTHER RESOLVED all fee adjustments shall become effective August 26, 2019,
PASSED AND ADOPTED by the Butte County Board of Supervisors this 23rd day of July, 2019, by the following vote:

Title X Family Planning is set forth in the Code of Federal Regulations (CFR) Title 42 --> Chapter I --> Sulachapter
D --> Part 59 - Grants for Family Planning Services. Fees for family planning services are bulled to Medi -Cal or Family
PACT, which fund services for eligible clients. Private pay clients will be charged the same fees for family planning
services, and may be eligible for a sliding fee scale or a fee waiver reduction for family planning services. Fees are
determined by the type of visit plus charges for any specific service, test or medication.
Sliding Fee Scale and: Fee Waivers for Family Planning Services: A sliding fee scale is used to determine a
schedule of discounts available for private pay clients with family incomes at or below 250% of the Federal Poverty Level
(FPL). The sliding fee scale waives fees for private pay clients with incomes at or below 100% of the FPL. Fees may be
waived for private pay clients with family incomes above 100% of the FPL, as determined by the Director of Public
Health, for clients who are unable, for good cause, to pay for family planning services. (Pursuant to 42 CFR 59.5(a)(8),
and 42 CFR 59.2)

Medi -Cal - The California Department of Health Care Services website reports income eligibility for Medi -Cal is based on
138% of the FPL. However, income is not the only determinant for eligibility. For more information, contact the Butte
County Department of Employment and Social Services at 78 Table Mountain Blvd., Oroville, CA 95965 or (877) 410-
8803. Applications may also be submitted online through Covered California at https://www.coveredca.com/.
Family PACT - Eligibility for Family PACT is based on family size, income, and health care insurance. Eligibility will be
determined as part of the check in process at the time of the appointment.
Private Pay - Clients who are not eligible for Family PACT, do not have Medi -Cal, are uninsured, or have private
insurance may obtain services by paying for services at the time of the appointment.
Actual Cost - Contraceptive and treatment medlications, and lab costs may fluctuate in price when they are purchased.
These fees are listed at actual cost, and will be charged at the actual price paid for goods.
