WHEREAS, Section 8-5 of the Butte County Code empowers the Chief Administrative Officer to proclaim the
existence, or threatened existence of a local emergency when said County is affected, or likely to be affected, by a local
emergency and the Board of Supervisors is not in session; and
WHEREAS, on Juinie 8 through June 9, 2019, a Public Safety Power Shutoff (PSPS) occurred. The PSPS was initiated
by Pacific Gas and Electric (PG&E) at approximately 9:00PM on June 8, 2019 until power restoration was completed at
approximately 6:00PM on June 9, 2019; and
WHEREAS, the June 2019 PSPS led to disruption of critical operations. Impact to critical operations could lead to
extreme peril to the safety of persons and property; and.
WHEREAS, critical facilities and operations of said County such as the Jail, Juvenile Hall, communication towers,
and 9-1-1 dispatch, even though backed up by generators, were negatively impacted, and some critically impacted, by the
Public Safety Power Shutoff; and
WHEREAS, on June 8, 2019, Butte County Chief Administrative Officer Shari McCracken proclaimed a Local
Emergency in Butte County, which declaration was ratified by the Board of Supervisors on June 11, 2019; and
NOW THEREFORE, BE IT RESOLVED that the Proclamation of Local Emergency in Butte County due to the June
2019' Public Safety Power Shutoff shall be deemed to continue to exist until its termination.
