FOR SERVICES PROVIDED BY THE DEPARTMENT OF DEVELOPMENT SERVICES
WHEREAS, the Board of Supervisors established the Butte County Master Fee Schedule by Resolution on March
24, 2009 and has amended the Fee Schedule over time; and
WHEREAS, pursuant to the provisions of the California Constitution and the laws of the State of California, the
County of Butte is authorized to adopt and implement fees for services, provided however, that such fees do not exceed
the estimated reasonable cost of providing such service; and
WHEREAS, the County strives to increase and maintain clarity, consistency, and transparency of the fee process;
and
WHEREAS, on June 13, 2017, the user fee study was presented to this Board, and online fees were adopted and
became effective in the Department of Development Services fee schedule; and
WHEREAS, the Department of Development Services has reviewed their fees for accuracy and identified fees listed
with an online fee that are, not available online; and
WHEREAS, the Department of Development Services requests to remove the fee amount listed in the Online fee
column for seventeen fees, and replace the amount with not available "N/A"; and
WHEREAS, on July 23, 2019, the Department of Development Services requested the ECI of 3.9% be applied to
their user fees; and
WHEREAS, upon reconciling Exhibit A in Resolution 19-223 with, the Master Fee Schedule, County Administration
found one online fee, and three counter fees that did not apply the ECI where they should have; and
WHEREAS, the Department of Development Services requests to apply the ECl of 3.9% to one online fee for "Solar
Water System Fixtures"; and
WHEREAS, the Department of Development Services requests to apply the ECI of 3.9% to three counter fee for
"Electric Vehicle Charging Station Residential", "Cistern, Water Storage Tanks", and "Commercial Coach"; and
WHEREAS, the Department of Development Services worked with County Administration to review their fees
associated with solar energy for compliance with an amendment to Section 66015 of the Government Code; and
WHEREAS, County Administration found an inconsistency in the consultant's spreadsheet from the user fee study
that omitted the permit fee from a Non -Residential Photovoltaic System fee; and
WHEREAS, the Department of Development Services requests to apply the sixty-six dollar ($66) permit fee to the

WHEREAS, the Department of Development Services requests to apply changes for general cleanup by
renumbering and clarifying fee language to six fees in their fee schedule; and
WHEREAS, a public hearing was noticed ten days prior to the date of this Resolution to allow consideration of the
proposed fee adjustments prior to adoption of this Resolution; and
WHEREAS, the Board of Supervisors desires to adjust current fees and implement new fees.
NOW, THEREFORE, BE IT RESOLVED that the Butte County Board of Supervisors hereby adopts fees as
delineated in Exhibit A and amends the Butte County Master Fee Schedule to reflect the changes; and

BE IT FURTHIER RESOLVED all fee adjustments shall become effective October 28, 2019.
