HomeMy WebLinkAbout19-262RESOLUTION CONTINUING THE PROCLAMATION OF LOCAL EMERGENCY JUNE 2019 PUBLIC SAFETY POWER SHUTOFF (PSPS) AND EXPANDING LOCAL EMERGENCY TO INCLUDE SEPTEMBER AND OCTOBER 2019 PSPS EVENTS WHEREAS, Section 8-5 of the Butte County Code empowers the Chief Administrative Officer to proclaim the existence, or threatened existence of a local emergency when said County is affected, or likely to be affected, by a local emergency and the Board of Supervisors is, not in session; and WHEREAS, on June 8 through June 9, 2019, the Public Safety Power Shutoff (PSPS) occurred and impacted approximately 25,000 customers in Butte County. The PSPS was initiated by Pacific Gas and Electric (PG&E) at approximately 9:OOPM on June 8, 2019 until power restoration was completed at approximately 6:OOPM on June 9, 2019; and WHEREAS, critical facilities and operations of said County such as the Jail, Juvenile Hall, communication towers, and 9-1-1 dispatch, even though backed up by generators, were negatively impacted, and some criticallly impacted, by the June 8 through 9 PSPS Event; and WHEREAS, the June 2019 PSPS event led to disruption of critical operations. Impact to critical operations could lead to extreme peril to the safety of persons and property; and WHEREAS, on June 8, 2019, Butte County Chief Administrative Officer Shari McCracken proclaimed a Local Emergency in Butte County, which proclamation was ratified by the Board of Supervisors on June 11, 2019; and WHEREAS, on September 23, 2019, PG&E initiated PSPS Allpha at approximately 5:00 PIM and impacted approximately 12,100 customers in Butte County. Power was restored to most customers on September 24, 2019; and WHEREAS, on September 25, 2019, PG&E initiated the PSPS Bravo at approximately 2:30 AM and impacted approximately 35,000 customers in Butte County - approximately 1,800 were Medical Baseline customers. Power restoration was completed at approximately 1:00 PM on September 26, 2019; and WHEREAS, on October 5, 2019, PG&E initiated a PSPS at approximately 10:00 PM and impacted approximately 11,000 customers in Butte County - approximately 650 were Medical Baseline customers. Power restoration was completed at approximately 4:30 PM; and WHEREAS, PG&E has indicated there may be a widespread PSPS initiated in multiple counties early in the morning on October 9, 2019. The event could impact approximately 32,000 customers in Butte County, including 2,000 Medical Baseline customers; and WHEREAS, local Butte County schools and the Butte -Glenn Community College were impacted by the PSPS Alpha and Bravo events, and may be impacted by the October 9, 20119 event; and WHEREAS, the PS,PS events in 20I9 are adding additional burdens to residents, private businesses, and public agencies by negatively impacting financial and human resources that are already stretched thin due to the 2018 Camp Fire, aswell asthe economic recovery nfbusinesses already struggling imthe Camp Fire area; and WHEREAS, Butte County has incurred unanticipated costs due to the PSPS events in, 2019. NOW THEREFORE, BE IT RESOLVED that the Proclamation of Local Emergency in Butte County due to the June, September, and October 2019 Public Safety Power Shutoffs shall be deemed to continue to exist until its termination; and [T|SFURTHER RESOLVED AND ORDERED that the County of Butte requests the State of California make available assistance under the California Disaster Assistance Act or any other state funding, and to expedite access to federal resources and any other appropriate federal disaster relief programs; and IT IS FURTHER RESOLVED AND ORDERED, that Cindi Dunsmoor, Emergency Services Off icer mfthe County ofButte, ishereby designated asthe authorized representative ofthe County ofButte for the purpose mfreceipt, processing, and coordination of all inquiries and requirements necessary to obtain and maike available assistance under the California �DisamterAssistance Act or any other state and/or federal funding and to expedite access tmfederal resources and any other appropriate federal disaster relief programs. vote: PASSED AND ADOPTED hvthe Butte County Board ofSupervisors this 8mday ufOctober, 2O19,bwthe following AYES: Supervisors Connelly, Lucero, Ritter, Teeter, and Chair Lambert ATTEST: Shari McCracken, Chief Administrative Officer and Clerk of h ard of Supervisors Butte County Board of Supervisors
