On April 233 and 24, 2009 the Corrections Standards Authority (CSA) conducted the 2008-2010 biennial inspection of the Butte County Jail and the Court Holding Facility. These facilities were inspected for compliance with the Minimum Standards for Local Detention Facilities as outlined in Titles 15 and 24, California Code of Regulations. The inspection consisted of a review of applicable written policies and procedures governing the operation of each facility, a review of documentation to verify that your practices follow your written procedures, and a walk-through of the physical plant. We want to thank Captain Jerry Jones, Lieutenants Jeff Hayes and Robert Hudley and Sergeants Daniel Young and Gregg Reeves for devoting the extra time and effort needed to prepare for a successful inspection. They assisted at each step by clarifying processes, answering questions and providing supporting documentation. All' of the staff members were very knowledgeable, professional, and I am sure, a source of pride for you and the department. I also would like to extend my gratitude to you and Undersheriff James Callas for meeting with us prior to and after the inspection. Your involvement is a testament of your commitment to promote the importance of compliance with regulations. I always enjoy our conversations. The complete CSA inspection report is enclosed and consists of- • This transmittal letter; • Information Sheet identifying the facility and listing any areas of non-compliance; • The Procedures Checklist outlining applicable Title 15 sections; • The Physical Plant Evaluation outlining Title 24 requirements for design;' and, The Living Area Space Evaluation that summarizes the detention facility configuration. ZP Local Inspections In addition to a bienni I inspection by the CSA, inspections are required by the local health officer and 2' bierm' the fire authority ealth and Safety Code Sections 101045 and 131146.1). Facilities are Yssessed against Title 24 requirements in place at the time of design or significant remodel to the detention area. g 0340+Butte Co LTR.doc;5/18/2009 Sheriff Perry Reniff Page 2of3 Health and Safety Code Section 13146.1 The main jail fire/life safety inspection was last conducted on 0912612005. Please advise CSA when a current Fire/Life Safety Inspection report is available. The City of Oroville conducted an inspection of the court holding facility on 0411512009. There were no deficiencies and the facility was granted a two year fire clearance. Health and SafM Code Section 101045 The local health officer conducts inspections of all places of detention and includes evaluations of medical/mental health, nutritional requirements and environmental health services. These reports are critical for monitoring health related issues in detention facilities, as they review your current health policies and procedures and evaluate the condition of your jail and holding cells. Following are the dates of the most recent inspections by the Butte County Department of Health Services on file with our office: Inspection Date Health-Environmental 01/08/2007 Health-MedicaVMental Health 02/13/2007 Health�-Nutritional 12/19/2006 In order to be in compliance, these inspections will need to be arranged as soon as possible. Please arrange to have the health department conduct these inspections and provide CSA copies of the completed reports. The court holding facility was inspected on September 14, 2006. There was no compliance issues noted. CSA Inspection Each facility was inspected for compliance with the Minimum Standards for Local Detention Facilities, as outlined in Titles 15 and 24,California Code of Regulations (CCR). The inspection consisted of a"walk- through" of the physical plants, a review of applicable written policies and procedures governing the operation of the facilities,and a review of documentation to verify practices follow written procedures. The main jail is a Type lI facility that was constructed in 1965 and remodeled in 1994 and 1999. The facility is evaluated under the 1963 and 1994 Title 24 standards. At the time of the inspection,.366 males and 86 females were in custody. All areas of the jail were clean and well maintained. I was impressed with the overall condition of the jail considering the age of the facility. The physical plant complies with applicable standards. In preparation for the jail inspection CSA forwarded paperwork instructions to the facility to expedite the on-site inspection process. We know that a tremendous amount of staff time and effort goes into a successful inspection and we sincerely appreciate Sgt.Young's professionalism, enthusiasm and cooperation. It is always a pleasure to work with such dedicated and knowledgeable staff. It is obvious that he took the entire process seriously,which helped the inspection go smoothly. During the on-site portion of the inspections, we compared the manuals against the practices of staff at each facility. Staff we interviewed were well prepared and engaged in the inspection process. We also reviewed samples of sobering cell check logs, specialty cell placement logs, inmate records, classification records, grievances, disciplinary actions, and incident reports,, among other documentation. All forms were complete and conformed with the department's policies and procedures including operational requirements as set forth in Title 15. .Although the facility was in.compliance with the staffing regulations, we have and will continue to recommend that the facility consider adding a staff relief factor to ensure that the necessary number of 0340+.Butte Co LTR.doc;5/18/2009 Sheriff Perry Reniff Page 3 of 3 qualified custody staff are budgeted and hired'. In addition, we recommend the facility revisit the staffing analysis report to ensure the number of correctional staff is adequate to continue to implement and operate a safe environment for staff and inmates. We make this recommendation with the understanding that the facility will start holding illegal immigrants in custody. In the past twelve months the facility's daily average population has been close to 440. Although the facility's rated capacity is 614, with the addition of the Federal inmates,the population will be close to or exceed 600 in custody inmates. The courthouse facility was evaluated under 1994 and 2001 standards. There are five holding cells, two of which are located on the upper floor and three on the ground floor. With the completion of the construction project in 2006,the facility added two new courtrooms, four holding cells and two attorney's interview rooms. At the time of the inspection, 5 inmates were in custody. The physical plant complies with applicable standards. During the inspection, CSA staff reviewed applicable policy, procedures, practices and supporting documentation where necessary for compliance with Title 15 regulations. We are pleased to inform you that no deficiencies were identified during the inspection. Corrective Action Plan: Please forward a copy of the Fire/Life Safety and Local Health Inspections reports to CSA when available. We encourage the practice of maintaining a permanent file for historical copies of all inspections. This file should be the first point of reference when preparing for all future inspections. We were pleased with the preparedness for the inspection by the management and custody staff. It was a pleasure to meet with staff to discuss the changes that had occurred since the previous CSA inspection. We thank you for your continued commitment to operate these facilities in a manner consistent with regulations. The calculation is based on actual available working hours per employee.
