RE: Response to 2016-17 Grand Jury Final Report
Dear Judge Reilley:
In accordance with Penal Code Sections 933 and 933.5, the County Clerk-Recorder/Registrar of
Voters submits the following response to the findings and recommendations of the Grand Jury's
Final Report for FY 2016-17 pertaining to the department.
I would like to express my appreciation to the grand jurors for their commitment of time and
effort to understand the administration of elections and gain further knowledge of the County
Clerk-Recorder operations. In addition, I commend the members of the grand jury that served as
election observers for the 2016 June Primary and the November General Elections.
Butte County Clerk-Recorder/Registrar of Voters
Grand Jury Findings:
FI. The majority of voting equipment is technologically outdated.
Response: The respondent agrees with this finding.
F2. Election office is understaffed.
Response: The respondent agrees with this finding.

Grand Jury Recommendations:
R1. It is recommended that the Butte County Clerk-Recorder/Registrar of Voters request a
budget category for the future replacement of outdated voting equipment within the 2017-2018
fiscal year budget.
Response:
The recommendation will be implemented. The County Clerk-Recorder/Registrar
of Voters will work with administration to find a solution for the funding of a new voting
system. It is imperative that funding be identified as current equipment and software is
extremely outdated.
R2. It is recommended that management conduct a labor and staffing review for additional
staff by the end of FY2017-18.
Response:
The recommendation has been implemented. During the budget process staffing
levels were reviewed for workload and funding availability. The staffing level was reduced
(1) FTE as 2017 was not a general election year. For the 2018 calendar year, the workload
of the Election Division will increase dramatically for the Primary and General Election.
An additional FTE will be needed to comply with new legislative mandates for 2018 and
beyond. County Clerk-Recorder/Registrar of Voters will review with county
administration in January.
