California, under..and pursuant to .Chapter. 24-29 of the Butte County,.. ._ 3 Cade of-said County DO ORDAIN as fol.laws: 4 SECTION 1, The hereinafter described area situated in ~ the County of Butte, State of California, shall be and it is hereby g zoned as a "C-2" (General. Commercial) District, and such area shall 7 be subject to the restrictions and restricted uses and regulations g hereinafter specified and provided. g Said area so .zoned being located in the unincorporated l0 area of Butte County, Chico, more particularly described as follows: ll The southerly 100 ft. of Lat 2 of that parcel map of record in Map Book 5S an Pages 97 and 12 98 on file in the office of the Butte County Recorder. ~3 Containing 2.12 acres, mare;:.•or less, Chico l4 ~~ SECTION 2. REGULATIONS FOR A "MHP" DISTRICT: lB The fallowing regulations shall apply in a "MHP" District: 17 (A) [JSES PERMITTED: lg The following uses (are permitted) subject to securing l,g an approval by the planning department of a master devel- 20 opment plan, in any mobile home park: 21 - 1. Other uses which are, clearly incidental and sub- 3.3 ordinate to the principal use . 14 {B) STANDARDS FOR MOBILE HO~~S AND ACCESSORY USES: 15 1. Minimum site area: Ten [10} contiguous acres": ~g 2. Maximum density: The density, determined by the maste 17 development plan approval, shall not exceed the follow - ~,g ing: Ten [10) mobile homes bf seven hundred fifty 1g (7S0) square feet in gross area per acre, or a comb- 20 ination thereof. 21 ~ 3. Prior to occupancy of the first mobile..:hame, not less 22 than fifty [50} mobile home lots shall be prepared ~3 and available for occupancy. 24 4. Parking requirements: The overall parking ratio shall 2g be two {2) parking spaces [10' x 20'} per mobile home 2~ lat. A11.struc.tures.and mobile homes..shall. have a setback of at least twenty-five [25) feet from all property lines and any street or road right-of-way and adjoining the mobile home park. The setback area sha11 be landscaped and maintained as a buffer strip, and in all cases the setback area shall be in confor- mity with Butte County Code, Chapter 10, Article I1. 6. Signs: Each mobile home park shall have a bulletin {board) far the listing of each mobile home site and the name of the occupant thereof. The bulletin board shall be located outside the office and shall be light at night. Adequate signs and markings indicating directions, parking areas, recreation areas and street names sha11 be established and maintained in the mobile home park. Such signs sha11 not exceed six (6) square feet in area. Signs or nameplates not exceeding~~two {2) square feet in area and displaying the name and address only of the occupant of the mobile home may be erected at each mobile I~p,me site . Signs which identify or advertise the mobile home park may be erected if approved by the planning department in its action on the master development plan for the mobile home park. (120.). square fee.t.in area.. 'They shall not be animated or illuminated except by indirect nonflash- ing ~. fight . 7. Utilities: All utilities shall be installed under- ground. (C) PROPERTY DEVELOPMENT STANDARAS: The following developmen t standards shall apply to the individual mobile home sites. Plans and elevations for the mobile home park shall be submitted along with other construction plans with the master development plan for a mobile home park, and shall be subject to review and change upon recommendation of the planning department: 1. 'Mobile home site area. The mobile home sites in a mobile home park shall average three thousand X3,000) feet in area, but on site shall be smaller than two thousand seven hundred (2 , 700} square feet . 2. I~~obile home site width. Each mobile home site de- signed for a single mobile home shall be of an average width of forty-two (42} feet. Sites designed for a double width or larger shall be of an average width of thirty [30) feet plus the width of the mobile home, unless it can be shown that adequate space for a patio, parking and side yards will be assured, despite a site of less width. -4- l _... 2' 3 4 5 6 7 8 9 10 11 12 ~, 3 14 15 16 17 18 19 20 '', 21 ~I 22 23 24 ~'~ 25 2s 3. Mobile home site frontage, Each .mobile home site .. _.sha~.l. abut directly .upon a mobile home park.. stxeet .... . .. for a minimum distance of thirty (30) feet. 4. Population density. Not more than one single-family mobile home may be placed on a mobile home site. 5. Landscaping, The following landscaping provisions sha11 apply in all mobile home parks: a. A11 open spaces except driveways, parking areas, walkways, utility areas, improved decks, patios, ar parches shall be maintained with landscaping. {D) SPECIAL DEVELOPMENT STANDARDS: 1, Walls and fences: Walls and fences on individual mobile home sites shall not exceed two {2) feet in Height. Walls or fences shall be exerted around the perimeter of each mobile home park as may be required by the planning department. The height, construction and type of material for such perimeter walls or fences shall be as specified by the planning departure t. 2. Mobile home park streets: Mobile home paxk streets shall be provided in such a pattern as to provide con venient traffic circulation within the mobile home park. They shall be constructed to ~•he following standards: a. There shall be concrete rolled curbs on each side _.. af. the_ str~e s ... .. _ .... _ c. The mobile home park streets shall be paved in conformity to Butte County Standards. d. The mobile home park streets shall have adequate lighting . e. Drainage facilities and encroachment to public roads shall be in conformity with the Butte Count department of public works standards. (E) RECREATION AREAS: A central recreation area shall be established in eac mobile home park created pursuant to the provisions of this article. The size of such area shall be at least two hundred (200) square feet per mobile home site. The recreation area may contain community club- houses, swimming pools, shuffleboard courts and. simil r facilities. The planning department may permit de- centralization of the recreational facilities in accordance with principles of good planning pxovided that the fatal recreation area meets the above-stated minimum size . (F) MOBILE HOME PARK OFFICE: Every mobile home park shall include a permanent building far office use. Such building may include a single-family d~lTelling for the exclusive use of the owner or manager. -6 - 7. to 11 12 13 14 15 16 17 18 19 20 2l 22 23 24 25 26 (G) LAUNDRY ROOMS -- -Every mob-ile.-h.ome park shall -have ..one. ox more ~.aundry rooms. Laundry drying sines shall not be permitted on any mobile home site. (H) MAIL BOXES PROVIDED: Each mobile home site shall be equipped with a re- ceptacle for mail deliveries in accordance with acceptable standards of the United State Post Office Department. (T) TELEPHONES The mobile home park shall cantai.n at least vne public telephone for the use of park residents. {J) STORAGE AREAS Areas used for stoxage of travel trailers, boats and other such items may be established in a mobile home park provided they are adequately screened from public view. (IC) UTILITIES ; All utility distribution facilities, including tele- vision antenna service Lines serving individual mobile home sites shall be placed underground. The owner i.s responsible for complying with the requirements of thi section and he sha11 make the necessary arrangements with each of the serving utilities for the installa- tiara of such .facilities. Transformers, terminal boxes meter cabinets, pedestals, concealed ducts and other -7- iI 1 facilities necessary and appurtenant to such under- ... 2 . - .. _. _._ ground. facilities .shall be installed in conformance _.... 3 with specifications of the State of California De- 4 partment of Housing and Cam unity Development-Division 5 of Building and Housing Standards. g ~ (L} C0~'iMt1NITY TELEVISION ANTENNA: 7 Individual rooftop or outdoor television antennas S shall not be permitted in a mobile home park. One g single television antenna for community service may lp be situated within the mobile home park. 11 {M) DOGS AND ANIMALS : 12 Dogs and other household pets shall not be permitted 13 to run at large in any mob ale home park. Bird avi- 14 aries, poultry and other barnyard animals shall not 15 be permitted in any mobile home park. 16 {N} TRANSIENT-SPACES: 1~ Nat more than ten {10} per cent of the mobile home lg sites may be used for transient mobile home sites. 19 Sites reserved to transient mobile homes shall be so 20 designated an the plans submitted with the master 21 ~ development plan. The site, yard and property develo - 22 ment standards of this classification shall fully 23 apply, to sites reserved for transient mobile homes. 24 Mobile homes which axe smaller than specified in 2g section 24-1ZQ (A) {1) {a) may occupy such designated 2E transient mobile home site far a period of up to nine y _g _ 1 (90) days . ~ .,. SECTION 3. All.-uses of land within the district not .............. ... . g specifically authorized and permitted are prohibited. 4 SECTION 4. In compliance with the provisions of said ~ Butte County Code, Chapter 24, the same is hereby amended by adding g this Ordinance in full.. 7 SECTION S. The penalties far the violation of the zoning g hereby imposed within the district shall be as provided in the g Butte Gounty Code, Chapter 24, this Ordinance shall from and after lp its effective date become a supplement to and part of the Butte 11 County Code, Chapter 24. 12 SECTION b.
