That Section. 4-2 of the Butte County Code is hereby a~m.ended to read as follows: §4-2. Registration required of dog owners. Every person who lives in the unincorporated area of the county and who owns or keeps a dog that is over four (4) months old shall register his dog annually during the month of July or within thirty (30) days after such dog reaches the age of four (4) months or within thirty (30) days after such person. moves into the unincorporated area of the county. " The dog licenses issued pursuant to this section shall be valid from July 1 through June 30 of the following year. Each license (registration) issued shall contain the fiscal year for which said license is valid. Section 2. That Section 4-4 of the Butte County Code. is hereby amended to read as follows: §4-4. Fees; late registration. (a) The fee for kennel licenses shall be ten dollars ($10.00}. {b) The annual fee far dog registration shall be five dollars ($5.00}. (c) I.n the event a dog is not registered pursuant to §4-2 of this code, a penalty of seven dollars ($7.00) shall 'be assessed against the owner as a late registration charge. ~E ~~ 1 Section 3. This urgency ordinance shall take effect 2 immediately upon its.passa.ge, and before the expiration of fifteen .. _ _.._ 3 (15) days after its passage shall be published once with the names 4 of the members of the Board of Supervisors voting for and against 5 it in the Chico Enterprise Record a newspaper in general 6 circulation in the County of Butte, State of California. The facts' 7 constituting the urgency on which this ordinance is based are: g 1. New licenses have to be sold commencing .7uly 1, 1980. g 2. The health., safety and welfare of the public man- ly dates that there be no delay in the sale of dog licenses in that 11 the sale of said licenses also involves the innoculation of said 12 dogs for rabies. Rabies is a serious disease upon which all 13 efforts of control must be utilized. 14 PASSED AND ADOPTED by the Board of Supervisors of the 15 County of Butte, State of California, this 10th day of June , lg 1980, by the following vote: l7 AYES; Supervisors Dolan, Moseley, Wheeler and Chairman Lemke 18 NOES : None lg ABSENT : Supervisor Wins ton 20 NOT VOTING: None 21 ROBERT E.
