AN ORDINANCE OF THE BOARD OF SUPERVISORS OF TH~ COUNTY
OF BUTTE, STATE OF CALIFORNIA, CALLING AND PROVIDING
FOR A SPECIAL COUNTY CHARTER ELECTION FOR THE PURPOSE
OF SUBMITTING TO THE QUALYFIED ELECTORS OF SAID
COUNTY THE PROPOSITIQN OF WHETHER OR NOT AN AMENDMENT
TO THE CHARTER OF THE COUNTY OF BUTTE SHOULD BE
APPROVED; FIX~NG THE DATE OF SAID ELECTION AND THE
MANNER OF HOLDING THE SAME AND THE PROCEDURE FOR
VOTING FOR OR AGAIN~T SAID AMENDMEN~S; PROVIDING FOR
NOTICE ~F SAID ELECTION; AND CONSOLIDATING SA~D
SPECIAL COUNTY CHARTER .AMENDMENT ELECTION WITH THE
GEN~RAL ELECTION TO BE H~LD ON NOVEMBER 4, 1986
The Board o£ Supervisors of the County of Butt~, State of
Cali~ornia, DO ORDA~N, as follows:
Section 1(a) A special election is hereby cal~ed to be
held and consolidated with the General Election on Novemb~r 4, 1986,
for the purpose of sub~itting ~o ~he qualified voters af the Co~nty,
the p~oposition of am~nding the Charter of the County of Butte as
follaws:
That subsections (b) and (c} ar~ hereby added to A~ticle
TzI o~ the Butte County Charter to read as follows:
"(b) Except as hereina£ter provided in subsection
(c), the Board of Sup~rvisors and all ather
Caunty officia~s are prah~bzted frvm the use
of any ~ocal funds in pr~grams administ~r~d
by the Butte C~~n~y Department of Wel~are.
"(c} The Board of Supervisors may pravide 1oca1
funds ~or the admi~istration of se~vicas
nat ~o exceed the maximum amoun~ of wel~are
funds utilized in fiscal year 1978-1979,
as adapted in the County o£ Butte 1.978-].979
budget."
This amendment sha~l become effective at Noon on January 6, 1987.
Section 3.(b). At said elec~ion, said propnsition shal~ be
sub~nitted to the qualified voters of the Caunty in the form af the
~following coun~y measure, to ~nrit:

"Shall the Butte County C`har~er be amended
to prahibit ~he Board of Supe~visars and
all other County afficials from using any

Secti.on 2(a}. This Board does hereby submit ta the
qualified e].ectors at the Coun~y at the special county charte~
amendment election an amendment to the Charter o~ the County o~
Butte, and heraby des~gnates and refers ~.o said nteas~re in the
forzn s~t forth in Section 1(b} here~nbefare p~rescribed for us~
at the special county charter amendment alection.
Section 2(b). The special county charter amendment
I election is consalidated wa~th the Genera~. Election and shaZl be held
and canducted, and the vates thereat received and canvassed, and the
results th~reo~ made and the results thereof ascertained and deter-
mined as herein provided, said e].ectian shall be held as nearly as
practicable in conformity with the election 1.aws of ~he 5tate at
Cai£ornia and only qual~fied vo~ers of ~he County may vote thereat.
Section 2(c). The spECia1 county char~er amendmex~t electibn
hereby ca~led shall be and is hereby cansolidated with the General
Elec~ion to be held ~khroughout the Coun~y on November 4, 1.986, al~
as required by and pursuant to law; and the eiection prec~.ncts,
polling places and voting boaths sha11 in every case be the same
and there shall be onl.y one set a~ electian officers in each of
said precincts. The election precincts, ballo~.s and absentee

~ baliots, polling p~aces and of~icers a~ election for this special
2 county charter amendment election shall be as established far the
~ General E~ection.
~ Section 2(d}. The pravisians of Article 3 of Chapter 2
~ of Division 4 of the Elections Cod~ sha11 apply to said special
~ caun~y charter amend~ent election and ~he County Counsel sha11
7 prepare an analysis of said county measure in the manner provided
g in Elections Code Section ~781.
g Section 2(e}. 'I'he returns of said election shall be mad~
1D out and si.gned by the e~ection officers a~zd shall be by them
lI deposi~ed with th~ County Clerk, together with the ballo~s cast at
12 said election and the said returns shall be canvassed or caused to
~3 be canvass~d in the same manner as provided by law for General
1~} Elec~ions .
~5 S~ction 3. Pursuant to Go~rernmen~ Cod~ Sections 23722
16 ~nd 23709, ~he C~erk is heraby ordered to have the proposed charter
17 amendm~nt, as contained in section 1(a) af this ordinance, published
Xg ten (10 ) times on ten (1.0 ) di~ferant days in the tal~owin~ named
lg newspaper, ta wits Chico En~erprise Record ,
20 which the Board hereby finds and decl.ares to be a daily newspaper
~~ o~ genera~. circula~ion p~rinted, published and circulated in tha
22 County. The firs~ such publication shall be as soon after the
23 adoption of this ordinance as is possib~.e and in no event ~ater
24 than the 15th day after the enactment o~ this ordinance. The

2~ days prior to the el.ection.

the Clerk is hereby ordered to have this ordinance pub].ished five
{5) di~f~rent days, prior to -~he herein set electian, in the
fol~.owing named newspaper, to w~t: Cha:co Enterprise Record ,
which ~he Baard hereby £inds and declares to b~ a dai3.y ne~,rspaper
o~ general circulation printed, published and circ~lated in the
Cot~nty .
Section 4. Pursuan't to Gavernm~nt Code S~ction 25~23
this ordinance sha~~ take effect it~mediately.
