services by adopting a comprehensiv~ and easily und~rs~ood pragram
of permitting and r'~egulatin~ such uses. Th~ ordinance is found by
the Board nf 5upervisors to be necessary to pravide for
i mp1 ementat i or~, w i th i n the areas cs~' Bu~'~e County, of the Cal i forn +~

manufac~urin9 use and used solely far the recycling of material

2_ Processing Faaility. A processing ~aGility is a
building or e~closed space used for ~he co~le~tion and pra~essi~9
of recyclable materials. Prac~s~ing means ~he pr~para~ion of
material for e~ficien~ shipme~t, nr to e~ end-user's
specifications, by s~ch means as ~a~ing, briqu~tti~9y compacting,
flatt~n'tng, grinding, crushing, meahanical sorting, shreddingy
cleaning, and re~anufacturing. Processing facili~ies inciud~ the
follawing:
a. A ligh~ proeessing faciiity occupies an area
of under 45,DOfl square feet of gross collection, processing and
starage area a~d has up to an ave~age of ~wo (27 autbaund truck
shipments per day. ~ight processi~g ~~ci~1~t~S are limi~ed to
bali~g, briquetti~g, crushing, compactin9, 9rind9ng, s~reddin9 and
sorting of sourc~-separated recyciable materiais and repairing of
reusa~l~ ma~erials sufficient ~o qua~afy as a cer~ified processing
facility. A ligh~ processing facility sha11 ~ot shred, compact or
bale ferrous me~als oth~r than food and b~vera9e co~t~in~rs.

cash refund or a redeemable credit slip with a vatue ~o~ less than
~he contai~er`s red~mption value as determined by the state. R
rever5e vending machine may sort and process containers
mechanical~y provided tha~ ~he en~ire process is enciosed ~ithin
~he machine. In order to acaept and ~emporarily stvr~ a]1 three
container types in a proportion com~ensurat~ wi~~ their rel~~ive
redemption rates, and to mee~ th~ requiremen~s af ~~rtificatiQn as
a r~cycling facility, ~ultipie grauping of reverse vending machines
may be nece~sary.
A bulk ~evars~ vending machine is a reverse vendi~g
mac~ine that is larger than 50 square fee~, is desig~ed ta accept
mare t~an nne container at ~ time, and will pay by weight ins~ead
af by contai~er.
E. Mobile R~cyc~ing Unit. A mobile recyclin9 u~it rnea~s
an autombbil~, ~ruck, trailer or van, iica~sed by the Depar~ment af
Motor 11eh i c~ es, wh i eh i s used for-~ tl-ze co l 1 ec~ i an of recyc l ab i e
materi~l~. R mobile r-~ecycling untt al~a me~n~ tF~e bins, baxes or
cantair,ers ~tr~nsported by trucks, vans or trailers ~nd used for the
callec~ion of recyclab]e materiais,
F. Site Develapmer-t Permit. A site deve~apment permit
is at a level between the ad~inistrativ~ p~rmit a~d con~iitional use

set forth in the follawing tab]e.

7he operator of each of the proposed facilities is the
s~me;
7he praposed facili~ies are d~termined by t~e Planni~g
pirector to be similar in nature, 5ize and inte~sity of activity;
and
A~1 0~ the applicable crit~ria and standards set forth inI
Section 4 ar~ m~t for each such p~oposed ~acility.
Section 5. Crite~ia and Sta~dards. Those recyGling
facititie~ permi~ted with an administrative permit shalt meet ~13
of th~ a~plicabte criteria a~d standards listed. Those r~cycling
facili~ies parmitted with a conditiona~ use permi~ or si~e
develnpm~nt permit sh~ll meet the applica~le criteria and
s~andards, ~rovided that the Planning airectar, Plann+ng Commission~
ar Board of Supervisars, as the case may be, ~ay relax such
s~a~dard5 or impose stricter standards as an exercise of discr~tion
upo~ a finding tha~ ~~ch modi~ica~inns are reasonabiy n~cessary in
order to impl~me~t the ge~~ra1 i~tent o~ ~hi~ Section and ~he
purpnses of this Gode.
~he criteria and 5~andard~ far r~cycii~g ~aciiities are
as follows:
A. Reverse Vending Machinets). R~verse v~nding
machi~eCs) ~oca~~d wi~~in a~o~mercia1 struc~ur~ do nvt requir~
d9scre~io~ary permits. Reverse vending machines do no~ require
addi~ia~al parking spaces ~or r~cycling cu~tomers and may be
p~rmitted in all cammercia~ and industrial zanes wi~h an
admi~istrative use permit pravided that they comply with ~h~
